| China’s PV industry has experienced a magnificent nearly 20 years of rapid development with the beginning of YL company taking 3MW poly-crystal solar cell demonstration line in 1997.By the end of 2018,it has developed into an industry with perfect industrial chain,leading technology research and development in the world,and became a truly global competitive industry.On May 31,2018,the State Development and Reform Commission,the Ministry of Finance and the State Energy Administration jointly issued the "Notice on Matters Related to Photovoltaic Generation in 2018"(referred to as "531" New Deal).The core content of the policy is to suspend the issuance of indicators for ordinary ground power stations,limit the scale of distributed photovoltaic system and further reduce the price of grid-connected electricity,which makes China’s photovoltaic industry facing an important turning point in the history of industry development.YL company,as a leading domestic photovoltaic enterprise,how to realize the strategic transition and sustainable development of the enterprise in view of the 531 New Deal is an urgent issue to be solved.This paper takes YL company as the research object,using the strategic transition theory and relevant analysis methods to comb the development process of YL company,analyzes the strategies formulated at different development stages,and analyzes the current internal and external environment of YL company with PEST,SWOT and other relevant analysis tools,so as to propose the design and implementation plan of YL company’s strategic transition plan.The direction of strategic transition should be to accelerate the pace of enterprise restructuring.After the completion of the restructuring,we should pay attention to the innovation of business models,closely integrate international and domestic policies,develop emerging markets and new business segments,and carry out development strategies.In this period interspersed with the implementation of a variety of operational strategies,pay attention to control the scale,avoid heavy investment business.In the implementation plan from the product technical route,capacity re-planning,sales strategy,quality system construction and operational efficiency including capital turnover,human resources to ensure the smooth implementation of the strategic transformation..The paper points out that the 531 New Deal has clearly defined the direction of the development of photovoltaic industry.What YL company needs to face and solve is to adapt to the new policy guidelines through a series of strategic transition measures,such as optimizing the structure of the company,integrating resources,adjusting its own position,enhancing its financing capabilities,and strengthening human resources construction to revitalize the enterprise again.I hope this article can provide reference for YL company and other photovoltaic enterprises. |
