The Study On The Management Program Of Truck Overload Transportation In Lincang

The truck overload is a common phenomenon in road transportation.It seriously damages the highway infrastructure,shortens the service life and increases the maintenance cost.In addition,the truck overload will cause the truck in the overloaded operation for a long time,which will make a lot of troubles including: reducing the braking performance and operational performance,increasing the inertia of the truck,the braking distance and the risk factors.It has a greater safety hidden danger,and also badly affects the road transportation environment and the market order.Under the leadership of Party committees and governments at all levels,Lincang has taken a series of comprehensive management measures in combination with the actual conditions,and achieved certain results.However,to treat the symptoms but not the root cause,the problem of the truck overload is still conspicuous.Based on this background,this paper uses the successful experience of domestic and international managements of truck overload transportation for reference,analyzes and studies with the knowledge learned,and puts forward feasible countermeasures and suggestions,so as to effectively control the truck overloading rate,improve the work efficiency,maintain highway infrastructure,save highway maintenance costs,and protect people’s life and property safety.First of all,based on the working background of Lincang truck overload transportation management,combined with the theoretical basis,using the method of questionnaire survey and expert opinion analysis,this paper concludes that there are a lot of problems about managing the truck overload in Lincang,including the terrible source governance and propaganda,the insufficient responsibility investigation and execution,the low law enforcement and the level of technology and so on.Secondly,based on the causal analysis and the cost-benefit model,it is concluded that the lack of sound laws and regulations,lack of effective management,many loopholes in the law enforcement process,the lack of accountability,law enforcement and low cost of illegal transporters are the reasons for the insufficiently effective governance of Lincang.Finally,based on the results of the previous analysis,it is proposed that the management of truck overload by science and technology should be given priority,and the problems of inadequate source control,weak infrastructure of law enforcement and insufficient efforts should be solved synchronously from the technical aspect.In addition,it is necessary to cooperate with the improvement of laws and regulations and the strengthening of administrative measures to effectively solve the current difficulties in the management of overload in Lincang.
