| Since the 1970 s,China’s power system reform has undergone stages such as separation of government and enterprises and separation of power plants and networks.It has begun to gradually explore a market-oriented management system,and transmission and distribution price reform is a vital segement in the reform of the power system.With the official release of "Several Opinions on Further Deepening the Reform of the Electric Power System" in 2015,State Grid Corporation of China,as a key backbone enterprise in the national energy industry,took the lead in conducting pilot projects in five provinces(regions)across the country.As one of the early pilot provinces(regions),Province H has actively responded to the central document since April 2015 to promote the implementation of the transmission and distribution price reform from top to bottom.Therefore,this paper takes the HBDL company located in H province and affiliated to the State Grid Corporation as the object of a case study.By comparing changes in its operating income,cost structure,and cash flow,it analyzes the impact of transmission and distribution price reforms on the profit model of grid companies.,And pointed out that determining the scope of effective assets is the core of the impact of the reform on the profit model of the enterprise.The SWOT model is used to analyze the problems that HBDL companies still have during the transformation process.It is hoped that the research in this paper will clarify the power grid companies under the transmission and distribution price reform.Positioning,and use it as a reference for grid companies to effectively respond to transmission and distribution price reforms.This paper focuses on the case study method,selects a representative grid company HBDL company as the research object,and focuses on the impact of the transmission and distribution price reform on its profit model and its countermeasures.First,the relevant research literatures of domestic and foreign transmission and distribution industry research and the impact of transmission and distribution price reform on power grid companies were collected,and the concepts of permitted costs and effective assets were defined.Secondly,the institutional background of the reasons for the reform of transmission and distribution price in China and the path of transmission and distribution price reform are reviewed,and the relevant theoretical basis of this paper is listed.Then,according to the calculation formula of allowable income,it was found that determining the scope of effective assets is the core of the impact of the reform on the profit model of the company.Starting from the three aspects of operating income,cost structure and cash flow,the analysis of the transmission and distribution price reform on grid companies was analyzed.Impact of profit model.Then,according to HBDL’s existing profit model,it pointed out problems such as strong single dependence on profit sources,insufficient analysis of investment benefits of new and old assets,low precision of cost management,and low use of capital efficiency in the new business format.Through the study of the case,this paper puts forward several suggestions on the profit model of HBDL companies after the reform of transmission and distribution prices: first,in terms of business development,while using the existing market to obtain price advantages,other profit channels must also be expanded;second,in terms of corporate income It is necessary to gradually establish an asset investment project evaluation system;thirdly,in terms of cost management and control,standard cost awareness should be established and a dynamic standard cost management and control mechanism should be established;fourthly,in terms of cash flow,capital utilization efficiency should be improved and comprehensive budget management should be implemented. |
