| The Shanghai Metro continues to flourish,with its operating mileage ranking first in the world and an average daily passenger traffic volume of more than 10 million people,and it is setting off a new construction boom.DH Company is a subsidiary of Shanghai Metro Maintenance and Guarantee Co.,Ltd.,which is responsible for the maintenance and management of the communication and signal system.Under the background of building an ultra-large-scale metro network in Shanghai,DH company is facing the serious challenges of increasing maintenance volume and expanding business scope under the circumstances of continuous growth of passenger flow,increasing number of jurisdictional equipment and limited resources.With its current level of maintenance management is difficult to adapt the needs of the development of the situation,the optimization of maintenance management highlights its necessity and urgency.DH company undertakes a large number of metro maintenance projects.The quality of maintenance is very important,which is directly related to the operation of the Shanghai Metro.For a long time,the maintenance management of DH company has been based on the traditional maintenance management mode of railway,without introducing modern management according to its own characteristics to form a maintenance management system suitable for itself.DH company has many maintenance projects,in addition to equipment maintenance,there are also new metro line construction,overhaul and equipment modification,new technology application and other projects.Because of the complexity of equipment system and maintenance process,it is not easy to find out the theory and method suitable for optimizing metro maintenance management.This paper studied and applied the theory and method of project management to optimize the maintenance management of DH company,and found a proper solution suitable for metro maintenance management.It was a bravely attempt to put these theories of project management into practice,and it was also a new practice,which contributed to improve maintenance management level of DH company and develop the whole metro maintenance industry.This paper had studied domestic and foreign literature,and learned that the theory of project management was constantly developing.Although the project management had been widely used at home and abroad,and had achieved remarkable success,it was mostly used in the engineering construction industry.There were few targeted studies on the combination of related theories and maintenance management,especially in the aspect of metro maintenance.Therefore,based on the characteristics of Metro maintenance management,combined with the relevant theories of project management and own work experience,this paper took the company as the study object,applied the theories and methods of project management to Metro maintenance projects,and combined them with the practice of DH company.This paper analyzed the current situation of maintenance management in DH company,found out the main problem,analyzed the causes of the problem,and proposed specific targeted optimization plan.Through the study,this paper first found out DH company’s current maintenance management problem,including three aspects: long equipment failure delay,low maintenance efficiency and unsuitable for the needs of development.Next,through the case study,analyzed three actual cases and found out the causes of the problem.Then,this paper sought effective ways to solve the problem by using the theories and methods in project management such as WBS,LRC,Gantt chart,network program,project prioritization,human resource Management,project organization form,etc.starting from the causes of the problem,proposed the targeted optimization methods for existing problem.The goal of the study was to shorten the delay of failure,improve the efficiency of maintenance and adapt to the needs of development,so as to fundamentally solve the existing problem.Finally,the effect of optimization was evaluated quantitatively.In this paper,the optimization plan of maintenance management in DH company can be summarized into three parts.Firstly,using WBS to decompose various maintenance activities,using LRC to clarify the responsibilities of each department,finding out the critical path,and effectively optimizing it to carry out the project schedule management of maintenance projects,establishing a rapid response mechanism can effectively shorten the failure delay.Secondly,Appling PERT to scientifically arrange maintenance projects,highlighting the focus of maintenance by prioritizing the maintenance projects,optimizing human resources management to establish project teams,and strengthening management can greatly improve maintenance efficiency.Thirdly,the organization form theory of project management is used to comprehensively optimize the organizational structure of DH company in order to integrate various resources,reduce redundant staff,so as to adapt to the needs of the company’s further development.It not only effectively solves the problem in the current maintenance management of DH company,but also has certain forward-looking.The main innovation of this paper is to use the theories and methods of project management to optimize maintenance management.This kind of study is rare in this industry,especially in equipment maintenance companies,and should belong to innovative thinking.When prioritizing projects,the common methods are not used.Instead,the weight of the project is determined according to the actual situation of DH company’s maintenance,according to the frequency of failures and their impact on the entire metro operation which is a developmental application.It is a new idea to come up with a plan to achieve the integration of communication and signal specialty and to cultivate the compound talents of communication and signal specialty.It is a new perspective to apply project management to metro maintenance management,which expands the application scope of project management.For DH company,it is more practical at this stage and will also achieve better results.It is the best solution under the existing resources.This is conducive to the improvement of maintenance management level of DH company,and can also be used as reference for metro maintenance management in other cities. |
