Bid evaluation of engineering construction projects is a complex systematic project,and its results will directly determine the success or failure of bidding work.China’s construction bidding documents list two bid evaluation methods:the comprehensive evaluation method and the lowest evaluated bid price method.Although their application is simple,convenient and feasible,they all have their own limitations.In particular,the lowest bid price method,which has been evaluated,is prone to misleading bids due to deliberate price reduction and low bid price,and the phenomenon of bid cancellation is also common.In addition,the commonly used bid evaluation methods include analytic hierarchy process and entropy weight decision method,which mainly rely on the expected utility theory,that is,the decision makers are completely rational in the bid evaluation decision process.However,in actual decision-making,irrational psychology and personal preference of decision-makers will also have some influence on the results.Although scholars are aware of this situation and are actively improving and innovating,there is still no relatively satisfactory bid evaluation decision-making method.Based on the above background,regret theory in behavioral economics is included in the study of bid evaluation and decision making to explore the impact of decision makers’psychological behaviors on the evaluation results in the process of bid evaluation.First of all,this paper summarized and sorted out the domestic and foreign research on bid evaluation,regret theory and multi-attribute decision theory,and described the research status and development dynamics;Secondly,the relevant theories applied in this paper are elaborated in detail,focusing on the theory of hesitation and fuzzy set,regret theory,multi-attribute decision theory and construction project bid evaluation theory.At the same time,after referring to the related articles on the construction of bidding and evaluation indexes at home and abroad,this paper puts forward the principles that should be followed in the application of the index system,divides the evaluation indexes into three primary indexes:economy,technology and business,and focuses on 18 secondary indexes under the primary index,so as to establish the overall framework and structure of the index system.Thirdly,according to the proposed theoretical introduction and bid evaluation index system,the VIKOR decision method based on the hesitant and fuzzy theory and the multi-attribute decision theory is integrated into the model to make the calculated results meet the maximization of group benefit and the minimization of individual regret,and the construction project bid evaluation decision model based on regret theory is constructed.At the same time,TOPSIS decision method and VIKOR decision method are compared to discuss the advantages and disadvantages of the decision method.The characteristic of this model is to consider the psychological factors of decision makers,which makes the evaluation process more universal and practical.At the same time,a construction project is taken as an example to analyze and demonstrate the rationality of the model construct ion,so as to draw a reasonable and feasible evaluation conclusion.Finally,the thesis is summarized,and the deficiencies in the research are put forward.In this paper,the psychological factors of decision-makers are incorporated into the bid evaluation system,which makes the results more feasible and universal.Compared with traditional bid evaluation methods,it has broad application prospects.
