Official ships refer to the construction(purchase)projects of ships directly under the maritime system invested by state financial funds and various budget management funds.Maritime official ships refer to all kinds of patrol ships,navigation mark ships and survey ships for the purpose of performing national administrative management functions,maintaining water traffic safety and navigation support.In order to adapt to the development of the new situation,the comprehensive management method of official ship urgently needs to be improved and perfected.Based on a large number of reading literature,this paper studies the comprehensive management methods of Guangdong maritime official ships from the perspective of new public management theory,analyzes the existing management methods of official ships in detail,analyzes the existing problems and puts forward improvement measures.Compared with the domestic development,foreign aviation operation industry has developed earlier and has a higher degree of informatization,and has mature and intelligent ship management mode.Most of the foreign shipping industry’s ship management system has basically met the requirements of ship maintenance,procurement management,ship navigation and other functions.Appropriate ship management system can not only ensure the efficient and safe operation of ships,but also improve the competitiveness in the international shipping industry.This paper investigates and analyzes the current situation of the integrated management of official ships in Guangzhou,the United States and Japan,and draws on their useful experience.This paper points out that there are some deficiencies in the comprehensive management of Guangdong maritime official ships under the new situation,including the imperfection of the integrated management system,the insufficient management efficiency and the shortage of management funds.It is hoped that the suggestions will be beneficial to the improvement of the professional level and service ability of the comprehensive management of Guangdong maritime official ships The comprehensive management of official ships outside the ship plays an exemplary role.Based on the work practice,this paper studies and analyzes the problems existing in Guangdong maritime official ships at this stage,and puts forward some countermeasures to these problems.Through the establishment of comprehensive management system,inspection specification and Manning policy,the comprehensive management system of official ships is improved.Through the establishment of crew information management system and performance evaluation objectives to strengthen the management and business skills of Guangdong maritime official ship manning.The economic benefits of Guangdong maritime official ship management can be improved by increasing investment in maritime official ship management,introducing relevant software to improve the efficiency of ship condition management,and adopting scientific management equipment and technical status to reduce maintenance costs.At the same time,the application effect of the latest management methods,such as informatization and digitization,in the comprehensive management project of Guangdong maritime official ship is studied and discussed.
