With the development of the social economy and the continuous acceleration of urbanization,the growth of urban motor vehicle ownership in China is rapid and the number of it is still increasing.At the same time,with the improvement in the income level of our country,the rise of consumption capacity and the expansion of urban scale,the proportion of private cars is also increasing.However,the public parking resources of cities are not developed reasonably due to factors such as urban space and land prices.Because of the imbalance between the motor vehicle ownership and public parking resources,the gap between parking lots in cities is becoming larger.Along with the urbanization process,the contradiction of public parking resources allocation is becoming increasingly serious,and its supply mode and scheme need to be optimized.Based on the systematic analysis of the definition and relevant research literature of public parking resources,the paper takes the current situation of public parking resources allocation as the research background.It takes the citizens’ parking choice behavior and prediction as the research object which is based on the perspective of public parking resource supply.It chose the City Y as the main research area.Then the paper focuses on the basic situation of public parking resources in the City Y and relevant policies.Firstly,the paper combines Behavior Decision theory,Public Goods theory,and Application of System Management theory,which are all based on the urban traffic management perspective,in addition to construct an analysis framework of "Induced situation-Main motivation-Influencing factors-Behavior changing tactics".Based on the current situation of citizens’ parking choice behavior,the paper analyzes and reveals its characteristics and preferences,and demonstrates the necessity of predicting citizens’parking choice behavior and optimizing the supply of public parking resources from the current demand.Secondly,focusing on the limited parking behavior of citizens in the situation of insufficient supply of public parking resources,the paper aims to construct influencing factors framework.The data were obtained by questionnaire survey,and the Multivariate Logit regression analysis data were used to carry out the verification and inductive research,and the parameters were calibrated to establish the prediction model of parking choice.Last but not least,on this basis,the dynamic traffic distribution model is built by using VIS SIM virtual simulation,and the supply optimization countermeasures are put forward,in order to promote the construction of the complex intelligent parking management mode and improve the effective allocation of public parking resources in the City Y.On this basis,through the possible influencing factors of citizens’ parking choices,the paper constructs and analyzes the framework.Based on the disaggregated model,the specific expression form is calibrated for the utility function of different parking selection behaviors and preferences in various situations.It provides a reference for the prediction of parking demand,the optimization of parking supply,and the alleviation of parking contradictions.By fully tapping idle public parking resources,increasing the turnover rate of parking spaces,and optimizing the parking process,it hopes to open up the horizon in alleviating urban parking difficulties and traffic congestion.Attempt to build a composite smart parking management model.Improve the participation effectiveness of participating entities such as governments,enterprises,and citizens.Improve citizens’ parking behavior.Optimize the supply of public parking resources with the concept of "development,excavation,and discard",and continuously improve the sustainable and reasonable allocation and development of urban public parking resources.
