Research On Risk Management Of EPC Consortium Project Led By Design Institute

In recent years,China has continuously issued new policies,focusing on the promotion of general engineering contracting(EPC)in the fields of housing construction and municipal infrastructure.In the current engineering practice in this field,most domestic EPC projects are operated in a consortium mode,but this mode has the characteristics of high risk due to the long cycle,many cooperative units,and complex internal contradictions.On the road of seeking transformation and upgrading,as more and more large domestic design institutes develop the general contracting business with a design-led EPC consortium,strengthening its risk management has become a very urgent task.In the relevant theoretical part,this article first summarizes the risk characteristics of EPC projects,the FIDIC silver paper and the principle of risk sharing in the domestic "General Contract(Demonstration Text)"(GF-2020-0216);then from the perspective of systems engineering The risk management is divided into four links: risk identification,risk evaluation,risk response and risk monitoring.Finally,the concept,operating procedures,advantages,development status and problems faced by the design lead consortium are explained.In the core part of this paper,based on the analysis of the risk factors of the design-led EPC consortium model,the risks are divided according to the pre-contract bidding stage and the post-contract implementation stage,and the consortium is carried out using the literature analysis method and the expert interview method.Identify the key risk factors under the main body of the contractor;then build a pre-contract bid risk evaluation model based on the fuzzy comprehensive evaluation method and a post-contract implementation risk evaluation model based on the correlation tree method;followed by the third part of risk identification On the basis of,combined with literature research and expert interview opinions,this article proposes the bidding risk response strategy before signing the contract and the project implementation risk response strategy after signing the contract,and draws the corresponding countermeasure fishbone diagram under each level of risk factor;finally,it gives Recommendations for the selection of risk monitoring procedures and monitoring methods.In the case analysis part,the rationality of the two-stage risk evaluation model and the effectiveness and applicability of the risk response suggestions are empirically analyzed,which provides a reference for the risk management of the domestic design-led EPC consortium project.
