Since China put forward “the Belt and Road initiatives” in 2013,it has rapidly promoted exchanges and cooperation in the fields of information,economy,trade and culture with countries and regions along the routes,and a large number of transportation and energy infrastructures,and communication trunk network projects have emerged.More Chinese contractors have gone abroad and gradually expanded overseas markets.However,Chinese enterprises are used to solve related problems with domestic thinking due to lack of scientific management ideas,understanding of foreign culture and related standards,and professional talents,leaving international projects in greater risks.Therefore,international project risk management is not only an important part for effective risk control and risk reduction,but also an essential condition for ensuring the normal and effective implementation of international projects.It has very important theoretical and practical value.This paper takes the risk management of China’s international engineering projects as the research object.Firstly,it expounds the related theories of risk management,and introduces the entropy weight method,gray evaluation theory and their application in risk management in detail.Secondly,combined with the characteristics of international projects under the background of “the Belt and Road Initiatives”,this paper uses the literature research method to determine the initial list of 31 risk indicators.Based on the EL road reconstruction project in country A,combined with the expert opinion method,the initial risk list was adjusted and a risk evaluation system containing 5 secondary indicators and 30 tertiary indicators is established.Meanwhile,a risk evaluation model based on entropy weight method and gray comprehensive evaluation is constructed.Finally,the empirical analysis of the EL project is carried out by using the risk evaluation model.The research results show that the comprehensive evaluation of the project risk level is high.Among them,the impacts,respectively,a high risk on owners,a relatively high risk on politics,economy and society,a medium risk on environment,are all basically in line with the actual situation.On the whole,China’s international engineering risk level is relatively high.External risks and owner’s risks are the two types of risks that have the greatest impact on international projects.Based on above,it is proposed that enterprises should pay attention to internal construction and external cooperation,and it is concluded that focusing on pre-investigation and risk monitoring,multi-channel financing,cooperation with third-party companies can improve the ability of enterprises to defend and resist risks.
