Electricity is closely related to human production and life,and is an indispensable part of the energy network.Power grid is the carrier of electricity transmission and distribution,and an important intermediate link of power system.The development level of power grid directly affects the reliability and operational flexibility of power supply,and is related to the development of national economy.During the "Twelfth Five-Year Plan" and "Thirteenth Five-Year Plan" period,China’s power grid has experienced a stage of rapid development and rolling adjustment.The scale of urban and rural power grid has gradually expanded,the construction level has been improved,and the regional interconnection has been continuously strengthened.However,the current level of power grid development of various regions in China is uneven,and some regional power grids still have problems such as weak structure,low equipment level,and low utilization efficiency.These problems restrict the further optimization of regional power grids and the rapid development of regional economy.At the same time,with the proposal and promotion of the concept "New Infrastructure Construction" in China,the construction of Power Internet of Things(PIoT)has become one major task of China’s power grid development,which puts forward higher requirements for the development planning and investment construction arrangements of power grid.Therefore,it is necessary to comprehensively evaluate the development level of power grid,judge the overall situation,diagnose the existing problems and weak links,predict the future development trend,and provide theoretical support for the construction and planning of power grid.This paper combines the existing achievements in related fields to conduct in-depth research on the comprehensive evaluation index system and method of the development level of power grid.Firstly,the background of the comprehensive evaluation of power grid development level is analyzed,the relevant research status at home and abroad is sorted out and summarized,and the research ideas and technical routes of this paper are designed.Secondly,combined with the construction requirements of Power Internet of Things and the characteristics of China’s power grid,the principles,ideas and methods for the establishment of the index system are clarified.From the perspective of demand,relevance and application scenarios,relevant analysis of indicators is carried out.The screening and clustering of indicators are completed,and a seven-dimensional indicator system suitable for comprehensive evaluation of power grid development level is constructed,and the target form and calculation method of each indicator are formulated.Then,the matter-element analysis method is introduced to construct a comprehensive evaluation model of power grid development level,the index weighting method and the correlation function calculation process are determined,and the effective information extraction steps and analysis methods of the evaluation results are given.Finally,the comprehensive evaluation index system and method established in this paper are applied to a provincial power grid and a regional power grid,and the results of the calculation example verify the feasibility,accuracy and applicability of the evaluation model.The research in this paper provides a reference for the diagnosis of power grid development and the power grid planning.
