| Wind power generation is favored by the world as a clean energy.Chinese wind power industry has become the third largest energy through the last decade of blowout large-scale development after thermal power and hydropower.What’s more it even has a trend to overtake the former two energy in some areas.It has become prominent with the expansion of wind power installed scale in the problem of wind abandonment and power rationing.The wind power enterprises are facing a huge test of profitability with the gradual implementation of policies such as power market transaction,subsidy reduction and parity Internet accession especially in wind power onshore.Therefore,it is particularly important to control the investment cost of wind power projects.Due to the particularity of wind power industry the traditional project cost control is difficult to accurately evaluate the project,which requires a comprehensive study from the cost per kilowatt hour of the whole life cycle of the project.The paper mainly analyses the composition and influencing factors of wind power project life cycle cost per kilowatt-hour with the method of literature analysis method,case analysis method,expert survey method and other methods.It draws up a method for making wind power project decision-making by estimating the cost per kilowatt-hour of a wind power project and summarizes the control measures to reduce the cost per kilowatt-hour.First of all,it introduces the purpose and significance of the topic selection of this paper and researches status of the whole life cycle cost per kilowatt hour of wind power projects at home and abroad.Secondly,the paper discusses the advantage of the theoretical basis of project cost management theory,life cycle cost management theory and kilowatt-hour cost management theory,the content of project management,life cycle cost management method and the meaning and advantages of kilowatt-hour cost management.Thirdly,it deeply analyzes the cost influencing factors of the five stages of the whole life cycle of wind power project including decision-making,designing,construction,operation and maintenance,scrap recovery as well as the influencing factors of power generation and the cost structure of each stage.Fourthly,the traditional full-life cycle cost estimation model is optimized by using time value theory and real option theory to establish the full-life cycle cost per kilowatt hour estimation model for wind power projects.Fifthly,the validity and practical value of the kilowatt-hour cost estimation model were verified by respectively estimating the kilowatt-hour cost of the two construction schemes of Boyang Wind Power Plant in Tongdao County and Hunan Province.Finally,the paper analyses and summaries the detailed measures of how to reduce the cost and how to increase the power generation in each phase of the whole life cycle of wind power projects.It can be refered by the cost management through the establishment of wind power project in whole life cycle of “KWH cost estimate model”,the wind power project investment decision-making,designing,construction,operation,scrap recycling stages of cost management.The relevant enterprises can be refered to apply through the research conclusion of reducing wind power project whole life cycle of KWH cost measures. |
