The construction scale of electric power facilities was increasing rapidly to meetthe growing energy demand matched with the national economy development. Thebenefit of the electric power enterprise was closed related to the design andconstruction of substation which is an important part of electric power construction.Itis incomplete and unscientific that the economic issue of the substation projectdesign was mainly focused on the cost in construction period while the operatingexpense and administration cost was not taken enough consideration.The whole life cycle cost management concept was introduced to the substationproject. The elements of the whole life cycle cost of the substation project wereanalysed through extracting the construction of the substation project and a costestimation module was build. An evaluation method was proposed which was provedto be effective based on the module and the whole life cycle evaluation method (netpresent value). The substation project subsystem design became the mainly form ofsubstation design since the two designs were both based on whole life cycle costconcept through scientific simplification. Three typical research case (220kVsubstation design) were introduced in much detail to discuss the engineeringapplication of this concept according to “Design and construction technical guidancebased on whole life cycle cost” and “the state grid corporation standardizationconstruction achievement (general design and general equipment) appl icationdirectory (2013edition)” and other relative code for design.The future of the development and application of the substation design based onwhole life cycle cost concept was shown to be bright.
