Engineering project cost estimation is an important part of engineering project management and also is an important basis for engineering project decision-making. The purpose is to increase the investment decision-making more scientific , carry on the reasonable arrangement and effective use, to artificially, materials, machinery and funds to to gain the maximum investment profit. Project feasibility study stage commonly in the investment estimate, because of the lack of simple, effective and useful cost estimation model and method, the current project cost calculation emphasis and funds are mainly concentrated in construction stage, but in fact, the influence of easibility study stage to total project life cycle can reach 66% - 95%. Construction project often have the characteristics of large investment, long investment time span, and its cost estimate is always a problem. Therefore, we must choose a high practical value, feasible cost estimate model simplified calculation process of construction projects, to realize the reasonable cost estimating, thus saving investment, realize the effective control of investment. This paper explores the basic engineering project cost estimation theory and method, the introduction of total life cycle cost based on principal components, the thought method of multiple regression analysis method to establish the whole life cycle cost estimate model, in order to achieve in the engineering project cost more rapid, reasonable calculation.First, the basic theory of this paper was stated, it mainly included the theory of construction project cost management and construction project whole life cycle management, and discussed the feasibility and rationality of the whole life cycle cost estimate in China based on it.Secondly, drew lessons from domestic and international advanced mode and method, the model of construction project whole life cycle comprehensive cost estimation based on the principal component analysis and multiple regression analysis was established, combined the principal component analysis and multiple regression analysis, and studyed the reliability and accuracy of the model combined construction project case.Finally, as far as be concerned of our country current increasing the whole life cycle cost estimate management mode, the paper considered that improving accuracy is the basis, and establishing the decision support system of earlier stage investment is the key, and developing and sharing the project cost information system is the guarantee.
