With China’s economy and society entering the era of urbanization,internationalization and marketization,the construction industry is facing new situations such as diversified contracting modes,international business to be expanded,and increasingly fierce competition.Construction enterprises are attaching more and more importance to material procurement,which is the most critical to cost.The public,the supervisory organizations,the participating units are also increasingly calling for the environmental transparency of material procurement.The material purchase management of construction enterprises in China is generally extensive,which cannot meet the requirements of the project on material cost,material quality and contract seriousness.Therefore,construction enterprises urgently need more scientific and systematic theoretical research results as practical guidance in material purchase management.Z construction company(hereinafter referred to as Z company),a wholly-owned subsidiary of China communications construction group,is one of the representative large construction enterprises in China.It in many years of development,the procurement also along with the growth of enterprises and gradually improve,but in recent years,project volume increase rapidly,enterprises require highly informationalized,procurement,capital intensive sharing efficiently,has exposed some management problems of material purchasing,need to be system and improve the implementation,in order to realize the optimization and upgrading of management.Based on the theory of hierarchical procurement strategy,procurement supply chain management,procurement process configuration,material procurement bidding and other relevant theories,this paper focuses on exploring the idea of optimizing the material procurement management of Z company.First of all,it recommends the backdrop and meaning of the study,clarifies the research ideas and contents,and expounds the theoretical methods adopted.Secondly,this paper introduces the organizational structure of material procurement currently adopted by Z company,and takes the relevant key assessment statistics of material procurement of Z company as the introduction to dig out the current situation of internal and external material procurement management of Z company,as well as many material procurement problems that need to be paid attention to.Thirdly,in combination with the procurement management problems of Z company,a variety of methods such as literature review,interview,questionnaire and other methods were used for diagnosis,and the procurement process and details were sorted out to find the main causes of the problems.Then,with the tools of process optimization,optimization schemes are proposed for each problem from six aspects: coding classification,procurement stratification,cost control,bidding enhancement,information management and contract payment management.Finally,in order to ensure the implementation of optimization results,put forward the implementation strategy,we must from the organization and system,information and technology to implement three aspects.This paper fully draw lessons from the successful experience of some large-scale construction enterprise material purchasing,discusses the optimization of procurement management,suitable for the use of the procurement theory,on the basis of combining the characteristics of the author for many years engaged in the construction industry,help enterprise managers are fully aware of the procurement form construction enterprise one of the sources of competitive advantage,help enterprise material purchasing staff to strengthen purchasing behavior is also the authors advocate the idea of synergistic behavior,promote the enterprise fast development,the efficient allocation of resources of procurement,for enterprises to create greater economic value,thus more effectively improve the competitive advantage.Therefore,this research has certain theoretical significance and practical value.
