Comparative Analysis On Policy And Practice Of Green Building In China And America From The Perspective Of Public Value

As a new building mode promoted by the global sustainable development strategy,green building has attracted more and more attention.The development of green building can not be separated from the strong support of the green building policy system.In order to promote the development of green building in each country,many countries in the world have formulated and issued their special policy system,specifically involving legal system,standard specifications and related supporting measures to support the development of green building.Compared with foreign countries,China’s green building development started late,but after more than 10 years of development history,it has grown out of nothing,from single to large-scale,and achieved remarkable results in energy conservation,ecological environment protection,etc.,and formulated and issued "green building evaluation standard","green building action plan" and other policy documents and standards.However,with the continuous increase of green building scale,some problems in its construction and development are beginning to appear.One of the main reasons for the low efficiency and waste of resources of current green building projects can be attributed to the lack of public value.Therefore,how to optimize and improve the domestic green building policy is of great significance to promote the efficient development of green building in China.Therefore,this paper adopts the method of qualitative analysis combined with quantitative analysis.At first,it sorts out the research status at home and abroad,figures out the current research situation of green buildings.And then,based on the public value perspective,it compares the similarities and differences of green buildings and policy systems between the United States and China,respectively from the policy and practice.On the basis of this,analytic hierarchy process is adopted around fair value,public participation value,efficiency value,sustainable value and economic value to establish a green building policy performance evaluation system based on public value.Through this evaluation system,the effect of China’s current green building policy is comprehensively analyzed.Combined with existing data,this paper summarizes the problems and reasons existing in the domestic green building policy,and gives some targeted suggestions and measures.
