With the rapid development of urbanization and motorization,the number of urban vehicles in China has increased sharply.As a result,urban road traffic has become increasing congested,transportation energy consumption has increased,and urban air pollution has become increasingly serious.These problems have gradually spread from large cities to small and medium-sized cities,and have become hot issues in today's society.Therefore,promoting the new energy vehicle industry will contribute to alleviate the energy shortage,improving ecological environment,and industry upgrade.Hangzhou City which is one of the main cities to develop new energy vehicles in Zhejiang Province has made great achievement in exploring the policy of promoting new energy vehicles.However,there is a certain deviation between the effect and the expectation of policy due to the faulty policy,the insufficient execution,the low identity from the target group,a waste of resources,and the lack of effective supervision and punishment mechanism.Referring to Smith policy analytic model,this article analyzes the existing problem of implementation of new energy vehicle promotion policy in Hangzhou,and tries to solve the problems by optimizing the policy,improving the quality of labor force,strengthening the policy promotion,arising the threshold of entry of manufactory,establishing the supervision and punishment mechanism of policy implementation.The first part introduces the background and significance of the research,and summarizes the present situation at home and abroad.The second part defines the relevant concepts,and explain the identity of the new energy vehicle,and takes part in promoting Smith model for new energy vehicle promotion.The third part introduces the research on the policy implementation progress of new energy vehicle in Hangzhou,and illustrates the problems and the reaction from customer towards the new energy vehicle promotion policy.The fourth part investigates the effect of the new energy vehicle policy promotion in Hangzhou based on Smith model,and analyzes its existing issues and causes from four perspectives.Last but not least,the suggestion to promote new energy vehicle in Hangzhou more effectively has been put forward based on Smith model.The root cause would be identified through in-depth interviews and onsite surveys.It is aimed to provide advice through reading a large number of relevant documents,and absorbing the policy promotion experience of developed countries and successful cities.Those suggestions are expected to help improve the efficiency of new energy vehicle policy promotion and to achieve the policy goal.
