| Civil air defense engineering is also known as civil air defense fortifications,refer to underground protective buildings built separately for the protection of personnel and materials,civil air defense command and medical aid in wartime,as well as basements built in combination with ground buildings that can be used for air defense in wartime.According to the data of new urban construction in recent years,the area of new commercial housing has accounted for 70 to 80 percent.Comrade Li Keqiang pointed out in the seventh national conference on civil air defense that civil air defense is an important part of national defense and an important aspect of economic and social development.Therefore,the implementation of civil air defense project "peacetime and wartime" policy,the real estate development occupies a pivotal position.On the premise that civil air defense project must be built,it is not only necessary to build civil air defense projects that meet the requirements of the state and relevant regulations,but also to further improve its social and economic value.In this paper,the optimal design of ZH underground civil air defense project in Shenyang city is studied based on the principle of value engineering,and the general research methods are given.First,the theory of value engineering and civil air defense engineering design is described.Then,from the perspective of value engineering to explore useful underground civil air defense project cost composition and cause the problem of excess,and from the Angle of building,structure,installation and so on,with the whole life cycle analysis of engineering cost and function,thus using the value engineering "Modified","Two-way" type and "Frugal" several ways to improve the way of value engineering,to optimize the useful underground civil air defense engineering design,the construction of the underground civil air defense in order to improve the useful value as a whole.Finally,the comparison between the cost of civil air defense engineering based on the principle of value engineering and the cost of the original engineering is given,which proves the superiority of the design optimization of civil air defense engineering based on the principle of value engineering.According to the research results of cost optimization in this paper,it is hoped that it can provide reference for real estate enterprises in Shenyang and other cities to construct civil air defense projects.At the same time,it also hopes to provide new ideas for real estate enterprises to improve the value of development projects,so as to make real estate development enterprises more profitable,more rational allocation of social resources and greater social value of civil air defense projects,so as to provide theoretical support for the sustainable and healthy development of China’s real estate industry. |
