From the perspective of China’s current emergency management system,the allocation of oil spill emergency resources is independently constructed and managed by all regions and units in accordance with relevant national regulations.The resources required for offshore oil spills are mainly scattered among government,enterprises,and professional decontamination agencies.However,because the above-mentioned relevant departments or units differ in their affiliation,investment subjects,and management methods,or even have great differences,resulting in emergency actions,parties often only start from their own resources and cannot form synergy Affect the implementation of unified leadership and dispatch of emergency response actions.Therefore,in order to realize the optimal allocation of oil spill emergency resources,the sharability of emergency resources should be fully considered in resource allocation,thereby reducing the waste of repeated resource allocation and improving regional emergency capabilities.This article first analyzes the current oil spill emergency resource allocation requirements and allocation status in China,and proposes the main problems in the current oil spill emergency resource allocation.Secondly,based on the status quo and problem analysis,the necessity of oil spill emergency resource sharing is proposed,using the evolutionary game theory in economics to establish the game relationship of oil spill emergency resource sharing allocation,with the government,enterprises and professional cleanup agencies as the main players.Conduct a game study between the three parties to find a stable equilibrium strategy of the game.On this basis,the cost allocation of oil spill emergency resource allocation based on sharing is proposed,and the cost allocation model of oil spill emergency resource is determined by using the cooperative game theory to determine the optimal allocation proportion coefficient,to meet the individual rational conditions and collective rational conditions,and use the nuclear The kernel solution optimization method solves the optimal allocation coefficient.Finally,the Zhoushan port area was selected as the research object.First,the basic situation of emergency resource allocation in the Zhoushan port area was introduced.Then,the cost of oil spill emergency resource allocation under different sharing conditions in the Zhoushan port area was analyzed and calculated,and the oil spill emergency resource cost allocation was used.The model compares and analyzes the costs before and after sharing,and obtains an optimization plan for oil spill emergency resource allocation based on sharing in Zhoushan Port.
