| In order to enrich the people’s "basket",the country put forward the "green channel" policy.Since the implementation of the policy in 2010 in all toll roads in the country,whether from the perspective of toll stations,transport operators or the perspective of the company,the implementation of the policy has encountered some difficulties,such as damaged interests,time-consuming and laborious inspection,the "catalogue of fresh agricultural products" is not perfect,fake green traffic vehicles and so on.How to improve the policy better,make its implementation smoother,the public experience more comfortable,the benefit distribution is more balanced is particularly important.Based on the implementation of the "green channel" policy of T toll station,this paper uses the new public service theory and the public policy implementation theory to discuss the difficulties encountered in the implementation of the "green channel" policy of expressway through three research methods: reading literature information,research and questionnaire.Through the field investigation of the T toll station,we find that the T toll station is in the process of implementing the policy: first,the toll station is damaged because it becomes the payer of the policy;second,the charging process is complicated and the inspection tools are backward,which leads to the long waiting time for the rear vehicle;third,because some agricultural products are not in the catalogue,the owners can not enjoy the relief policy.By analyzing the implementation difficulties of this policy in the T toll station,to find the causes and seek the measures,and puts forward the suggestions of policy and work.The suggestions of policy aspects include three suggestions: adding compensation mechanism,perfecting the catalogue of fresh agricultural products,perfecting the credit system of fresh agricultural products transportation.The suggestions of work include three suggestions: optimizing the testing procedure,strengthening the training of personnel,and selecting tools flexiblly.By exploring the optimization direction of green channel policy,it provides a theoretical basis for our country and the relevantde departments,to make the policy better. |
