Subway is an important part of the city’s public transportation system. With the development of social economy, due to its characteristics of large traffic volume, high arrival reliability and environmental friendliness,it undertakes more and more passenger flow in urban public transportation, which also puts forward higher requirements on the safety and reliability of subway.Subways are generally buried deep underground, with limited space, complicated equipment and dense passenger flow, limited exits.Once a fire accident occurs, the subway will be full of smoke and heat, the oxygen content will drop sharply, the life of passengers will be under threat. The serious threats reflect the seriousness of the subway fire accidents. Therefore, the study on the evaluation of the emergency capacity of the subway fire accident can promote the construction of the emergency capacity and emergency management of the subway,so as to avoid the loss of the insufficient emergency capacity when a fire occurs. This paper mainly studies the emergency response capacity of subway fire accident, and the specific research contents mainly focus on the following three aspects:1.Establish the subway fire accident emergency response capability evaluation system. In order to avoid the coincidence of indicators when constructing the index system based on the emergency process, this paper analyzes the factors that affect the emergency ability of subway fire accident from four aspects: human, machine, environment and management.Based on the principles of scientific objectivity, conciseness and comprehensiveness of the evaluation system of subway fire accident emergency response ability, the evaluation system of subway fire accident emergency response ability is established with human factors, material factors, environmental factors and management factors as the first-level indicators, including 15 second-level indicators and 59 third-level indicators.2.Determine the index weight of the subway fire accident emergency capability evaluation system. In the process of subway fire accident emergency, the analytic network process based on analytic hierarchy process is adopted to analyze the index weight more in line with the actual emergency situation which the mutual influence of various factors or adjacent levels. The index system is divided into target layer, control layer and network layer by analytic network process.Determine the relation, influence and importance of indicators, and calculate the weight of each indicator with the help of SD software to get the five indicators C1,C3,C16,C20 and C29 with the highest weight.3.Based on the weighted rank sum ratio method,a comprehensive evaluation of subway fire accident emergency response capacity was carried out.In this paper, the weighted rank sum ratio method is applied to the comprehensive evaluation of subway fire accident emergency capacity, which not only takes into account the difference in index weights, but also applies to the calculation of large samples. Finally, the weighted rank sum ratio comprehensive evaluation results are used to obtain the advantages and disadvantages of each subway. In this paper,12 representative subways are selected for verification, and the overall emergency response status of each subway is obtained. At the same time, the comprehensive evaluation results are classified and ranked.Among them,G1 and G12 subways are excellent, and the comprehensive evaluation results are general.Putting forward rectification requirements for the subways,so as to improve the emergency response ability of the subway fire accident.
