| As the main artery of China’s national economy,railway has an irreplaceable role and status in the development of social economy.As a major livelihood project and key infrastructure,railway is also the backbone and one of the main modes of transportation in China’s comprehensive transportation system.The choice of railway line plan in difficult mountainous areas is to make overall decision-making work,which directly affects the overall line technology and economy,difficulty of implementation,national strategy and national economy.Once the line plan is determined,the railway’s safety,reliability,technical feasibility,economic rationality,and social acceptance have basically been finalized throughout the life cycle.Traditional railway route scheme evaluation methods assume that the decision maker is completely rational,without considering the decision maker’s cognitive situation and the decision maker’s preference attitude.In order to adapt to the complex and changing decision-making environment,the credibility and effectiveness of decision-making results are improved.From the consideration of decision makers’ preferences as a research perspective,the decision premise is limited cognition,complex environment and pursuit of optimization.Therefore,this paper studies the problem of optimizing railway line schemes in difficult mountainous areas based on decision preference theory.Strive to build the best decision-making model to fit the preference behavior of the decision-maker,reduce the error of decision-making results,and improve the quality and level of decision-making.It provides theoretical reference value from the perspective of decision-makers’ preference for the selection of railway routes in difficult mountainous areas,and adds new research ideas.Firstly,analyze the influencing factors of decision preference,the formation mechanism and the theoretical origin of decision preference.The relationship between decision preference and expected value theory and expected utility theory is expounded,and two types of problems of optimal research on railway line plan selection in difficult mountainous areas based on decision-makers’ preference and risk preference are formed.It also discusses the applicability of decision preference theory in optimizing railway line plans in difficult mountainous areas.Then,study the intuitionistic fuzzy set to express the uncertainty of decision-makers in the decision-making process.The definitions of intuitionistic fuzzy number calculation algorithm,distance measurement formula,intuitionistic fuzzy number comparison method,and intuitionistic fuzzy aggregate set are further defined.The concepts of intuitionistic fuzzy entropy and intuitionistic fuzzy cross entropy are further elaborated to measure the distance of intuitionistic fuzzy number more accurately.Secondly,construct a model for evaluating the optimal selection of railway lines in difficult mountainous areas based on the deterministic preference of the decision maker Use the idea of intuitionistic fuzzy cross entropy and TOPSIS-gray correlation projection analysis to construct the optimal evaluation model.Considering that the index weights are completely unknown and partly unknown,analyze the decision-maker’s choice of route plan under the deterministic preference type.Thirdly,construct the optimal evaluation model of the railway line plan in the difficult mountainous area based on the risk preference of the decision maker.Use the idea of intuitionistic fuzzy entropy and intuitionistic fuzzy weighted average operator to construct the optimal evaluation model,and use the intuitionistic fuzzy score function based on risk preference.The analysis decision-makers are respectively line plan optimization under three different risk preference types: risk chasing,risk conservative,and risk neutral.Finally,a difficult mountainous Railway(Kangding-Basu section)via Ganzi and Changdu schemes,Litang and Changdu schemes and the G318 national highway scheme are selected as preferred examples of route schemes.An example is used to verify the applicability and scientificity of the optimal evaluation model of the difficult mountainous railway line plan based on the deterministic preference and risk preference,and to provide a certain reference value for other difficult mountainous railway line plan optimization decisions based on the decision preference theory. |
