| Global warming is one of the important issues of the international community concern.Reducing carbon emissions is accepted as the most useful method to against it.The construction industry is an important supporting industry for economic development,and it also consumes a lot of energy and had large amounts of carbon emissions.For achieving the national emission reduction goal,the emission reduction of the construction industry count for a great deal.Improving carbon emission efficiency is an effective way to achieve economic growth and reduce carbon emissions at the same time.Therefore,in order to formulate the emission reduction policy,accurately measure the carbon emission efficiency of construction industry between provinces and identify its influencing factors is necessary.On account of this background,and based on productivity,low-carbon economics and spatial econometrics,firstly,the carbon emissions of construction industry in 30 provinces from 2008 to 2017 is calculated by the IPCC carbon emission coefficient method.Secondly,by the super-efficiency SBM model,evaluated the efficiency of carbon emission,and analyzed the time series change and spatial distribution.Finally,analyzed the influence factors by spatial lag model.The results are as follows:(1)The difference of carbon emissions in the construction industry provincial area is obvious.Zhejiang and Jiangsu emissions are high,the average value of emissions more than 200 million tons.The low-emission provinces are Hainan,Qinghai and Ningxia,the average less than 5 million tons.The overall carbon emissions of China’s construction industry displayed a increased first and then dropped trend.Carbon emissions continued to grow from 2008 to 2012,with a maximum of 323.43638 million tonnes;Total national carbon emissions fluctuated from 2003 to 2017,falling to 1965.1457 million tons in 2017.In the three regions,the average carbon emissions increased first and then decreased in the eastern and central regions.In 2012,the central region carbon emissions is highest,while in other years,the eastern region were larger than the other two regions and the national average.(2)Significant differences in carbon emission efficiency of construction industry in provincial areas.Jiangsu,Shanghai,Zhejiang,Beijing,Heilongjiang and Jilin were the ones whose carbon emission efficiency was more than 1.0;Gansu,Ningxia,Guizhou,Yunnan and Qinghai have always been less than 0.5.The highest annual carbon emission efficiency is Jiangsu Province,1.2629,and the lowest is Qinghai Province,with an efficiency value of 0.3164.The overall level of carbon emission efficiency in the national construction industry is fluctuating and decreasing,the average efficiency from 0.7429 in 2008 to 0.6287 in 2017.Of the three regions,the eastern region has always been in the leading position of carbon emission efficiency.Compared with the national average,the east and middle regions are better,while the western region still has a gap.(3)In terms of spatial distribution,the provinces with higher carbon emission efficiency in the construction industry are principally in the eastern or northeast regions,and the lower are mainly in the western region;According to the spatial correlation analysis,the global Moran index value is greater than 0,the spatial positive correlation is obvious,and the spatial distribution shows agglomeration characteristics.(4)Among the influencing factors,the level of economic development have evident positive actions to greater carbon emission efficiency of the construction industry,the same is true of human capital level and structure of energy consumption.The employees’ salary level and ownership attribute have a obvious inhibiting effects.The degree of urbanization,environmental regulation and fixed investment have no obvious effects.According to the existing conclusions,given the following recommendations :Give aid to the green construction industry development in western region,establish a platform for the exchange of green innovation technology with other regions,break down administrative district planning barriers and formulate plans for reducing emissions across provinces and districts,to increase the efficiency of carbon emissions in western China.Make better the human capital level,in order to promote green building materials and clean energy research and development,strengthen the vocational education of construction industry staff,to greater carbon emissions efficiency by improving the quality of workers.To expand the openness of the construction market to form effective competition,at the same time,augment the technological innovation subsidies of state-owned stuff,improve innovation environment,to boost the innovation enthusiasm.Figure [12] Table [17] Reference [61]... |
