In order to cope with global climate change and ensure the survival and development of mankind,the China’s government promised a solemn commitment of 40%-45% reduction in the amount of carbon dioxide emitted by the unit GDP growth in 2020 from the baseline in 2005.As a pillar industry of national economy and social development with high energy consumption,high emission and low energy efficiency,construction industry has huge potential for reducing emissions.Improving overall efficiency of construction industry is an important way to achieve energy saving and emission reduction in the construction industry.This paper constructs a framework model of improved data envelopment analysis that is suitable for measuring the overall efficiency and carbon efficiency of China’s construction industry.Based on the Malmquist index and decomposition model and the official statistics of 30 provinces in China from 2011 to 2015,the provincial total factor overall efficiency,carbon efficiency and dynamic overall efficiency of construction in all provinces are estimated.The influencing factors of dynamic overall efficiency are explored through multiple linear regression methods.The main conclusions are as follows:(1)Among the energy consumed directly by the construction industry,the amount of raw coal,diesel oil and gasoline accounts for 70% of the total energy consumption,and the proportion of petrochemical energy is large.(2)The total factor static overall efficiency and carbon efficiency in the construction industry have the following relations: the carbon efficiency of provinces equal to 1 when the provinces’ overall efficiency equal to 1;the carbon efficiency is less than the overall efficiency in provinces with total efficiency less than 1;the changes trend of overall efficiency and carbon efficiency is basically the same.(3)The technological progress index of all provinces is greater than 1.The technological progress is the main factor driving the total factor total efficiency of construction in all provinces in China over time.The change of technical efficiency index is consistent with the change of static overall efficiency in each province.There are 57% of the years and provinces have a change index of less than 1 in terms of technical efficiency,so the year-on-year decrease in overall static efficiency is a hindrance to the overall dynamic efficiency improvement;62% of the years and provinces have a Malmquist index greater than 1,ie,62% of the years and provinces’ overall efficiency have been raised on the basis of the previous year.(4)Multivariate linear regression model’s empirical results show that the five possible influencing factors such as science and technology,economic level,education level,construction industry development level and single-factor carbon productivity all Significantly affect the total factor dynamic overall efficiency of construction industry at the level of 0.001,Which can explain the variance of 53.14% of the total factor dynamic overall efficiency of construction industry.The influences of various influencing factors on the total factor dynamic overall efficiency of construction industry are education level,economic development level,single factor carbon productivity,industry development level and science and technology level in descending order.Based on the above conclusions,the paper puts forward some suggestions on how to improve the dynamic overall efficiency of the construction industry.
