| In recent years,China’s economic field has been booming,and the number of motor vehicles has increased rapidly in a short period of time,leading to urban planning and road construction cannot adapt to it.The development situation of urban traffic is becoming more and more severe,which is not conducive to the healthy development of cities.Therefore,governance and optimization of urban traffic congestion is one of the important tasks at this stage.In September 2019,the Outline for Building a Transport Power issued by the CPC Central Committee and the State Council included "basically alleviating urban traffic congestion" in the development goal of building a transport power,aiming to basically build a transport power by2035.Lanzhou,the capital city of Gansu Province,is also a crucial political,economic and cultural center in Northwest China.It is a node city located on the "Silk Road" economic belt and plays an important role in the "One Belt And One Road" construction.However,due to the special landform of "two mountains sandwicing a valley",the traffic network structure has not been fully planned,the level of urban traffic infrastructure is low,and the quality of urban traffic management service needs to be improved,the main roads in the urban area of Lanzhou are basically overloaded and the traffic congestion is serious.To this end,Lanzhou Municipal Government has gradually implemented the "smooth traffic" project in 2012.In 2016,it issued the Implementation Plan of the First Unblocked Road Project in Lanzhou,and in 2018,it issued the Action Plan of the Civilized Unblocked Road Traffic Improvement in Lanzhou(2018-2020).Through efforts,the congestion problem in the urban area of Lanzhou has been improved to a certain extent,but the problem that people generally report that it is difficult to travel has not been completely solved.Therefore,further study and analysis and scientific and reasonable planning are still needed to optimize the traffic congestion problem in Lanzhou.Collaborative governance theory,this paper,based on the central and local policies,through the methods of literature study,interview,investigation and study,aiming at lanzhou city is always a traffic jam road,morning and evening peak congestion serious problems such as in-depth field research and combining the lanzhou city statistical yearbook,"China’s major cities traffic analysis report and lanzhou city traffic police detachment command center of the daily traffic dynamics such as urban development and urban traffic access and analysis of relevant information,from roads,public transportation,intelligence traffic and motor vehicle and parking garages four aspects,analyze the present situation of lanzhou city traffic construction.The current situation of traffic congestion in Lanzhou is analyzed from three aspects: low traffic health index,high traffic index in morning and evening rush hours,and many long hair congested road sections.Analysis of lanzhou city traffic congestion causes mainly includelack of collaboration between government departments,traffic planning lacks foresight,road network structure is imperfect,public transportation service level low six aspects,finally combining the reality of lanzhou targeted lanzhou city traffic congestion management optimization Suggestions,including strengthening collaborative work,improve the urban comprehensive transportation planning,optimize network structure,improve the public transport service level,promote the building of intelligent traffic transportation,raise awareness of civilization. |
