The Research On The Improvement Of HSE Management In Thermal L Power Plant

In the process of enterprise management,health,safety and environment are paid more and more attention,they are independent of each other,but complement each other.HSEMS(Health Safety and Environment Management System)is a common management system in the oil and gas industry established by the International Standards Organization.It has been widely used in other fields up to now.Power plant as the basic energy and chemical industry in the development of national economy,in the process of production,accompanied by a large number of daily work involving employee occupational health,construction safety and environmental protection.HSE management system integrates health,safety and environmental protection,which has strong practical significance and applicability in the daily management of power enterprises.This paper summarizes the current situation of HSE management of L Thermal Power Co.,Ltd.,through the field investigation and Research on the original HSE management system of L Thermal Power Co.,Ltd.By analyzing the historical accidents of L Company since its establishment,the loopholes and deficiencies in the original HSE management system of L Company are found out.The main problems are: risk assessment and control are not in place;Safety education understanding is not in place,safety awareness and risk prevention awareness are still relatively weak;The sense of responsibility is not strong enough,and the intensity of responsibility investigation is not enough.In view of the above problems,combined with the actual operation of L Company,design a preliminary improvement plan,and verify its feasibility and effectiveness in practical work.Based on the feedback of the experimental results,the improvement plan was further completed,and a series of safeguard measures were formulated to ensure the effective implementation of the improvement plan.HSE management system is driven by execution and guaranteed by technical means.Through continuous improvement and improvement of the HSE management system in the guiding ideology,the relevant rules and regulations have an impact.Finally,enterprises can reduce safety risks,optimize their social image and improve economic benefits according to their actual production and operation conditions,combined with HSE management system rules and regulations.
