Water conservancy is the foundation and lifeline of social development and national economy.To ensure the stable investment source of water conservancy construction is the need of sustainable economic development.Water conservancy is the basic industry of the national economy,which must meet the requirements of economic and social development for water conservancy in each period,and promote the sustainable development of economy and society.Therefore,it is of great theoretical significance and practical value to study the relationship between water conservancy investment structure and national economy for regional water conservancy industry to formulate development strategies and macroeconomic policies.In this paper,Xianyang city is selected as the research area.Based on the public data in 2007-2019 Shaanxi water resources communique,Xianyang water conservancy development communique,Shaanxi statistical yearbook and Shaanxi water conservancy statistical yearbook,information entropy,correlation analysis,grey correlation analysis and coupling coordination degree are used to analyze the water resources investment sources,water resources development and water resources development of Xianyang city And the impact on the economy.The main achievements are as follows:1)According to the analysis of water conservancy investment data of Xianyang city from 2007 to 2019,the water conservancy investment of Xianyang city continued to rise steadily,and the investment increased by 6.10 times.Among them,the central capital investment increased by 3.26 times,the provincial investment increased by 4.71 times,the municipal investment increased by 15.92 times,the county investment increased by 7.07 times,and the private investment increased by 89.02 times.The proportion of flood control projects increased from 4.22% to 7.28%,the proportion of soil and water conservation and water ecological construction increased from 3.37% to 21.73%,the proportion of water resources basically remained stable,from 57.66% to 59.49%,and the proportion of urban and rural water supply decreased slightly,from 12.18% to 10.26%.Although there has been a certain increase in the amount of investment,the proportion of water conservancy investment in all types of investment in Xianyang city has only reached 6.33%,far lower than the national level.Therefore,in the later stage,we should increase the investment and construction of water conservancy in Xianyang City,drive the further development of economy,promote people’s daily life needs,and meet people’s material and spiritual needs.2)According to the analysis of information entropy,the information entropy and equilibrium degree of water conservancy investment types are basically unchanged,while the information entropy and equilibrium degree of water conservancy investment sources show a slow growth trend.From the perspective of investment sources,the source of water conservancy investment structure in Xianyang city is still relatively single,mainly relying on the investment of the central government,private capital in the region is relatively weak,and the diversified investment situation has not been completed.From the perspective of investment type,the water conservancy investment type of Xianyang city is relatively complete,and the change of investment type fluctuates in an orderly range.(3)Through the correlation analysis,it is concluded that there is a positive correlation between water conservancy investment and the growth of national economy in Xianyang City,which can promote the growth of the primary industry,the secondary industry and the tertiary industry to a certain extent.Among them,water resources,soil and water conservation and water ecological restoration,urban and rural water supply and national economy have a high positive correlation.Therefore,through the construction of water resources,soil and water conservation and water ecological restoration and urban and rural water supply project has a very far-reaching significance.Water resources engineering includes irrigation engineering and water source engineering.Therefore,improving the investment of irrigation engineering and water source engineering,increasing the yield of cultivated land area and reducing the waste of water resources have a positive effect on economic benefits.Soil and water conservation and water ecological restoration should pay attention to both economic and ecological benefits.While promoting the development of basic water conservancy facilities,the balance of water ecological environment should not be destroyed.(4)The results show that the investment of water conservancy has the most important effect on national economy,followed by water and soil conservation and water ecological construction,flood control,water resources,urban and rural water supply and dangerous reservoir projects.Generally speaking,it is consistent with the conclusion of correlation analysis.The diversity of water investment structure in Xianyang city has gradually become stronger.By establishing coupling degree model,it is found that the coupling coordination degree between water conservancy investment and economic development has changed from extreme imbalance type to barely coordinated type in 2007,and coupling level to high coupling level.According to the analysis and prediction,Xianyang city should increase the investment in soil and water conservation and water ecology,flood control and urban and rural water supply in the future investment direction of water conservancy,so as to better drive the economic development.It is suggested that Xianyang municipal government should increase the investment in water conservancy and improve the investment system;Introduce the investment and financing mechanism of water conservancy to broaden the sources of investment;Clear division of powers,improve the efficiency of water conservancy supervision,reduce the time lag of the project,and promote the construction of water conservancy infrastructure and economic development.
