Study On The Application Of Substitute System In The Project Of Covered Units

Agent construction system is the product of the deepening reform of the management mode of government invested projects,which changes the construction management mode of "construction,management and use".The characteristic of agent construction system is to implement professional project management to assist the development of project engineering technology and ensure the modernization of management system.As a new project management mode,agent construction system aims to improve the legal status and responsibility of the organization,ensure the effective management of the whole life cycle of the project through a complete management system,and achieve this goal,standardize the project agent construction work.Therefore,the introduction of agent construction system can solve the problem of softening the restriction mechanism of public investment in the existing public investment management mechanism from the source.Among them,the trust and communication between Party A and Party B and effective communication are very important in the construction management of project agent.However,when the project is classified,the information flow in the original agent construction management mode is limited,and the secret level master unit can not authorize the agent construction unit to fully master the classified information.Therefore,in the actual management work,we should consider not only the free flow of information and smooth communication,but also the confidentiality of information,and the original agent construction management mode is constrained,And the secret level master unit cannot allow the agent construction department to absorb the secret information completely.Therefore,in the actual management work,we should not only pay attention to the free flow and smooth communication of information,but also pay attention to the confidentiality of information,which limits the original agent system management mode.This paper investigates and selects the prison project,analyzes the main problems existing in the application of agent construction system according to the characteristics of the project,and finally puts forward the corresponding countermeasures to improve the agent construction system related to secret construction projects.First of all,the problems of the prison project were investigated,that is,the security system is not perfect,the awareness of cost management is weak,and the organization and management is not standardized.Secondly,in view of the existing problems,this paper puts forward targeted solutions,that is to further improve the management system of secret related projects,and strengthen the confidentiality management and plan construction in a reasonable way.Finally,on the basis of in-depth analysis and demonstration,this paper improves the policy recommendations on the application of agent construction system in secret related projects from three aspects of laws and regulations,daily management and scientific supervision.This paper combines the theoretical research of engineering construction category with the empirical research of prison project management,and provides some suggestions for prison project management under the agency structure system.First of all,establish a complete whole process control and supervision mechanism to ensure that the project construction meets the confidentiality requirements and the actual needs of the construction unit.The second is to understand the independence of the project design part to avoid the agent’s perception of all the information in the prison project construction and the information asymmetry caused by the agent relationship.The third is to clarify the rights and obligations of agent construction contract,and strictly define the rights,obligations and responsibilities of investors,builders and users.
