Research On The Protection And Renewal Of Wenzhou Historical And Cultural Blocks

The CPC Central Committee and the State Council attach great importance to the protection of historical and cultural blocks.General Secretary Xi Jinping has pointed out on many occasions that the "embroidery" technique of "micro-reconstruction" should be adopted to restore historical and cultural blocks.He stressed that the relationship between reconstruction and development and the protection and utilization of cultural heritage should be properly handled.The 19th National Congress of the Communist Party of China further gave the historical and cultural blocks new connotation,which reported that "strengthening the protection and utilization of cultural relics and the protection inheritance of cultural heritage" as an important content of strengthening cultural confidence.It can be seen that to do a good job in the protection and renewal of historical and cultural blocks is of great significance for further strengthening cultural confidence and promoting the high-quality integrated development of urban and rural areas.In recent years,the transformation of historical and cultural blocks in China gradually shows diversification,human culture and lifestyle.Wenzhou is the first batch of historical and cultural cities in Zhejiang.The Wuma Historical and Cultural block is an important part of cultural heritage in the ancient city of Wenzhou.,which is the carrier of the concentration of the urban modernization process.Constrained by bottlenecks such as the degradation of block style and texture,unsatisfactory iteration of industrial functions,backward supporting infrastructure,and insufficient display of cultural characteristics,most of the historical and cultural blocks in Wenzhou are faced with the conflict of historical protection and modern revitalization,the "first-mover advantage" of the historical and cultural blocks is gradually weakening.In recent years,the Wenzhou Municipal Party Committee and Municipal Government have launched a series of protection and management measures to carry out protective restoration and renewal of historical and cultural blocks.Among which,the transformation of Wuma Block achieved the greatest efforts and the most obvious results.Based on public governance theory,urban organic renewal theory and new urbanism theory,this article takes the Wuma Historical and Cultural Block in Wenzhou as the research object,through literature reading,comparative analysis,research interviews and other forms.Summarize the typical domestic cases,focus on the comprehensive and systematic review of the process of protection and renewal of Wuma Street,and summarize the effective experience: taking the public interest as the starting point,adhere to the government as the main body,combined with the urban construction background,leading transformation and improvement through resource optimization,integrated development of cultural empowerment as the core,optimizing service-oriented operation and management,and create a demonstration model of wonderful butterfly transformation in historical and cultural blocks.At the same time,it examines how to deal with the relationship between old and new,dynamic and static,demolition and construction in the process of protection and renewal,and analyzes the existing problems: lack of forward-looking overall planning,insufficient localization and specialization implantation,lack of long-term management supporingting measures,lack of a diversified governance system;countermeasures and suggestions:(1)Continuation and reconstruction of the street lane pattern;(2)The Remodeling and Excavation of the Cultural Characteristics;(3)Renewal and reimprovement of business forms;(4)The perfection and re-strengthening of the governance system.
