Urban renewal is an important means for the development of modern cities.Historical and cultural heritage,as an integral part of urban history,is a witness of the history of human civilization development.It plays an indispensable role in promoting urban development and should be effectively protected.However,due to economy,environment,disaster,war and other factors,the world's historical and cultural heritages have been damaged seriously,which caused widespread concern in the world.Based on the actual work of the author,taking the reconstruction project of three historic blocks in Gongshu District as an example,this paper mainly studies the protection of historical and cultural heritage in the process of urban renewal in the perspective of public management.As part of the Beijing-Hangzhou Grand Canal comprehensive renovation and protection project,the transformation of the three major historical blocks of Gongshu District also contributed in the Canal's successful application to World Heritage.Therefore,the three transformation projects fall in the scope of historical and cultural heritage protection which fits the topic of the paper whose aim is to promote the protection of historical and cultural heritage in the process of urban renewal.Taking the field investigation method as the main research method and three historical blocks of QiaoXiZhi Street,XiaoheZhi Street and Dadou Street of Gongshu District as the research objects,the paper reflects the importance and urgency of the protection of historical and cultural heritage in the process of urban renewal through varying analysis,such as depiction of the formation,distribution pattern,historical status and practical significance of the blocks,combined with the industrial culture,customs,architectural style,urban landscape,economic level and other aspects of development and changes.Besides,taking the successful renovation of the three historical and cultural streets as example,we have to highlight the significance the historical relics and historical buildings have played in preserving urban memory,reflecting urban characteristics and promoting economic development in the process of urban renewal.In addition to the field investigation mentioned above,this article also uses the method of the method of normative analysis,historical research and comparative research.By comparing our works,we can be better understand why and how to protect the historical and cultural heritages.Gongshu District is an old and industrial area in HangZhou,in which large industrial enterprises and residence area used to exist hand in hand.After the transformation and upgrading of enterprises,most of the state-owned enterprises were shut down,which caused a large number laid-offs.The three historical streets were full of low income residents and poor housing conditions,making transformation project extremely difficult.With much preliminary work,the local government set various policies according to different scenarios with people-centered principle.Finally,through the joint efforts of all parties,remarkable achievements have been made which speeded up urbanization,strengthened the protection of historical heritage,improved the living standards and promoted the community economy.From the view of public management,urban construction should establish a correct concept of development and insist on organic renewal and sustainable development.Historical and cultural heritage is a non renewable resource.Therefore,the use of these resources should follow the principles of fairness,continuity and commonality.There are the two aspects of the principle of fairness,the contemporary people and the intergenerational equity.At the same time,the construction of historical and cultural blocks should be paid more attention to.The historical and cultural blocks as a kind of quasi public goods,has the basic attributes of public goods.But sometimes,it has certain competitive and exclusive,Therefore,if there is any deviation in the process of implementing of the developmental policy,the target groups of people would not make positive responses.According to this paper,the effective participation of the Aboriginal people is a powerful guarantee for the smooth progress of the rectification process,which can be alleviated through compromise and reciprocal facilitation.There are still a lot of problems with the transformation of this historical districts.For example,plans and designs are unreasonable;brand effect is not satisfactory;industrial relics are short of developmental potential.Therefore,this paper puts forward some suggestions for the government to strengthen its own system construction and the protection system,and to encourage NGOs,private capital and social forces to participate in the protection of historical and cultural heritage.At the same time,the government should continue to raise public's awareness of the importance and to improve the social responsibility of the enterprises.In addition,the government should take a holistic,developmental and intercultural view,to protect the cultural heritage and create brand effect by different means.
