| The continuous development of Baotou economy has brought pollution to the urban environment.At the same time,the requirements of Baotou citizens for urban environment are also growing.Therefore,as an important means of greening,purifying and beautifying the living environment of residents,urban landscape greening projects have ushered in unprecedented challenges.In the face of problems such as improving the quality of green space,giving full play to social and ecological benefits,and sustainable development,this paper can find the existing problems and improvement measures of the project through the performance evaluation of landscape maintenance funds.A set of performance evaluation index system for the use of funds was established,and an in-depth performance evaluation study on the project was carried out in order to improve the performance of the use of funds in the landscape maintenance project of Baotou City,so as to achieve the improvement of the overall efficiency.This paper combines fund performance evaluation with landscape engineering,enriches theoretical research,and hopes to provide reference for fund management of landscape greening in other regions and jointly promote the construction of civilization in the new era.The multi-level performance evaluation index system is determined by combining factors such as engineering nature,regional characteristics and industry norms.In this paper,the relevant literature on the management of landscape greening projects and the performance evaluation of capital use is reviewed,considering the comprehensiveness,objectivity and feasibility.Level 1 indicators draw lessons from the performance evaluation norms of financial funds : input,process,output,efficiency;secondary indicators by Baotou City Garden Bureau performance evaluation and performance evaluation of financial funds combined to construct 10 secondary indicators;The third-level indicators,guided by the regional characteristics of Baotou City and relevant experts,construct 23 evaluation indicators on the evaluation criteria of Baotou Bureau of Landscape Architecture and Baotou Steel Greening Company,and establish the performance evaluation system for the use of funds for the maintenance and maintenance of landscaping in Baotou City.Then,in order to ensure the integrity and accuracy of the evaluation results,this paper uses two quantitative analysis methods to construct the research model.The analytic hierarchy process AHP is used to calculate the relative weight among the indicators at all levels,and then the three-level fuzzy comprehensive evaluation method is used to evaluate the fund use performance of the landscaping maintenance project in Baotou City with the idea of fuzzy mathematics.The grading scoring method is used to assign the value to the evaluation set,and the overall comprehensive evaluation results are quantified.Finally,the weight of each index calculated by the analytic hierarchy process and the final score obtained by the fuzzy comprehensive evaluation are combined to analyze the performance evaluation,and it is found that the macro management ability of this project needs to be improved.There is a ’ eyebrows and beard grabbed ’ phenomenon in project detail management.If these two issues can be improved,the level of efficiency in the use of funds for landscaping conservation and maintenance projects is expected. |
