Under the background of decreasing sustainable social resources and deteriorating external environment,the ratio of energy output to energy consumption is getting lower and lower,and the contradiction between energy output and energy consumption is becoming increasingly prominent.In this process,with the increase of per capita income,the contradiction between resource consumption,environmental degradation and people’s increasing demand for building comfort presents a sharp upward trend.Passive building with its local conditions,comfortable and energy-saving features into the people’s vision.On the one hand,the state continues to carry out pilot projects to explore the technical system and industry standards that fit in with the development of passive buildings in China,so as to promote the development of passive buildings in many ways.On the other hand,the popularization of prefabricated buildings and the application of BIM Technology provide opportunities for the large-scale development of passive buildings,and provide hardware support in the construction stage of passive buildings,so that passive buildings are no longer water and soil Service.Passive building is in line with the development direction of national environmental protection and energy conservation.It is an important driving force to promote the transformation of ultra-low energy consumption and near zero energy consumption in the construction industry,and has an important impact on China’s resource conservation and environmental protection.However,the development of China’s passive building market is still in its infancy,facing various complex problems:high incremental costs,obstruction of financing channels lead to the lack of development motivation of development enterprises,asymmetric information of stakeholders in the promotion process,and insufficient understanding of passive buildings by consumers.It is necessary for the government to adopt reasonable and effective incentive mechanism to promote the scale development of passive buildings.In this dissertation,first of all,the passive building,incentive mechanism,prospect theoretical research and application status are sorted out,and the reasonable and effective incentive mechanism of the government is an important condition to promote the scale development of passive building.Secondly,the paper analyzes the relevant theories of passive building,government incentive mechanism,prospect theory,evolutionary game theory,and the applicability of prospect theory and evolutionary game theory in the design process of passive building government incentive mechanism,and analyzes the scale development of passive building in China,in order to lay a theoretical foundation for subsequent research.Thirdly,combining prospect theory and evolutionary game theory organically,considering the income changes brought by uncertainty,we construct the value perception income matrix of government development enterprise evolutionary game of passive building scale promotion and government consumer evolutionary game value perception income matrix of passive building scale promotion based on prospect theory,and analyze replication dynamics Five Nash equilibrium points of the system are obtained by the equation,and then the stability strategy is determined;then,the numerical simulation analysis is carried out with matlab software,and the corresponding parameter value is set,and a certain parameter value is changed to judge the sensitivity of stakeholders to its evolution path;finally,based on the above research,the government incentive mechanism of passive construction is designed,and the government regulation is proposed as the leading factor The paper also analyzes the operation mechanism of government incentive mechanism of passive construction.
