| With the continuous growth of global trade and other reform motivations,such as the September 11 terrorist attacks,the role of customs has changed significantly.Under the advocacy of the World Customs Organization(WCO),the customs of various countries and regions have reconsidered the way they supervise international trade and abandoned the long-standing traditional "door-keeper" ideology.At the same time,with the continuous enhancement of policies such as the customs credit system establishment,the optimization of the business environment of the World Customs Organization,and the State Council’s “delegation of control and services”,the major import and export enterprises are encouraged to achieve the purpose of cost reduction and efficiency increase through the optimization of customs business processes.V Automobile is a bonded processing enterprise located in C City,S Province,which imports parts and exports vehicles after processing and assembling.Due to its inland location and limited air transport capacity,about 40% of its imported air shipment are involved customs transit,minor issue will cause the production line-down due to the airfreight characteristics,including small quantity,tight timeliness,and high cost.This article takes the V-Auto’s import airfreight customs business process as the research object,and uses the key success factor method to find out the three key sub-processes that have the greatest impact on process performance,they are pre-alert,classification,e-book & compulsory certificate application,and declaration doc preparation.Use ASME analysis method to diagnose and analyze the key sub-processes,find out the problems in the process,and analyze the causes of the problems based on the data and actual conditions.Use ESEIA method to propose proper process improvement measures and process improvement supporting measures based on the actual operation conditions,so as to achieve the goal of shortening customs clearance lead-time and reducing the audit rate after release.This article is guided by the overall business process of V-Auto’s import airfreight and the problems existing in the execution of the process,applies the process optimization theories and tools to the actual daily management of customs affairs.Improves the process efficiency,shortens the process cycle,and reduces customs engineer’s workload while effectively ensuring the normal operation of the production line.It also puts forward new ideas for the company’s internal control and customs management and lays the foundation for the company’s next strategic deployment.The research results of this article also have reference significance for the customs management of major import and export enterprises. |
