Research On The Compensation Mechanism Of Negative Externality Of Power Battery Recovery

The negative externality of the recycling of scrap power batteries is strong,which can not meet the original intention of new energy vehicle design,which will seriously inhibit the development of new energy vehicle industry.In the future,China will face more and more severe pressure on recovery.However,due to the negative externalities of power battery recovery,the enterprises are often unprofitable and unwilling to engage in the corresponding recycling and treatment.In order to solve the above practical problems,starting from the negative externality,combined with the compensation mechanism,we can improve the power battery recycling system,and protect the ecological environment.Taking the negative externalities of power battery recycling as the breakthrough point,this paper analyzes the impact of negative externalities on the healthy development and social stability of power battery recycling enterprises,and studies the negative externalities in the process of power battery recycling in detail,which can be divided into three categories: resource waste,ecological environment damage and safety and health damage,and uses the user cost model and the damage environment cost measurement model respectively The negative externality is quantified,which lays the foundation for the tripartite evolutionary game.Taking the negative externality compensation of power battery recycling as the core,starting from the stakeholders among the government,power battery recycling enterprises and the public,this paper constructs an evolutionary game model of tripartite game,and analyzes the behavior of the three parties in the game and the conditions and results of equilibrium.Through the game analysis,we found the realistic factors that affect the negative externality compensation,such as the cost of government supervision,the penalty cost of non governance of negative externality of power battery recycling enterprises,the cost of public supervision and the benefit of supervision.The basic elements of compensation mechanism framework such as subject and object,compensation content,compensation basis,compensation approach,compensation principle and compensation standard are clarified.The compensation mechanism of negative externality of power battery recovery is subdivided into resource compensation mechanism,environmental compensation mechanism and safety and health compensation mechanism.Combined with the negative externality sources,this paper analyzes the behavior of the three parties in the game and the conditions and results of the equilibrium,and puts forward the following reform suggestions for the compensation mechanism: strengthening the compensation sources through the diversification of compensation channels and the complementation of horizontal and vertical transfer payments;clarifying the functions of various departments,establishing the evaluation system,strengthening the construction of laws and regulations;improving the management system and laws and regulations To ensure public participation,we should take strict confidentiality measures and improve supervision and reward.In this paper,the compensation mechanism of negative externality of power battery recovery is initially constructed and some suggestions are put forward.However,there are still some deficiencies in the limited time and the author’s level,empirical research,theoretical basis of safety and health compensation,which will be further explored in the future research.
