| During the "14th Five-Year Plan" period,the country entered a new stage of development,and cities increasingly emphasized "improving people’s sense of acquisition and happiness".The focus of urban construction changed from "things" to "people",and the inclusiveness of public space became the basic value,which requires paying attention to humanistic care and social justice for vulnerable groups.Street vendors’ space,as the survival "foothold" of vulnerable groups,has existed since ancient times.Nowadays,with the improvement of living standards,vendors’ space is not all for the sake of making a living,but comes from residents’ yearning for a better life.Compared with plain cities,the streets and lanes in mountainous cities are more tense,and it is difficult to delineate sufficient street vendors’ business areas.The prohibition-oriented management orientation makes vendors exist in the gray area of "rules" and "rationality",which increases the cost of governance;At the same time,the special spatial environment has created different lifestyles and daily needs of residents from plain cities.In the process of vendors following consumers,localized business activities have also been formed.Vendors’ space has social and economic roots,and it is necessary to seek more sustainable,inclusive and local spatial governance and optimization measures.Therefore,based on the spatial environment characteristics of mountainous cities,this paper wants to discuss the research framework of rational optimization of street vendors’ space in urban communities under the inclusive value context.The article mainly consists of the following parts:First of all,through literature research,this paper combs the research and practice of street vendors’ space optimization at home and abroad,summarizes the relevant case experience,further analyzes the spatial characteristics of street vendors in mountainous cities and the current space optimization dilemma,introduces the concept of inclusiveness,and puts forward the connotation of "active acceptance of behavior space and prudent tolerance of social space".Secondly,in the exploration of the cognitive method of vendors’ spatial characteristics,because vendors’ space involves urban society,economy and culture,and is not a single material space contradiction,this paper constructs a descriptive framework of vendors’ activity characteristics from two clues of "time-spacebehavior" and "social space" through literature research,to explore the activity characteristics and spatial demands of street vendors in mountainous urban communities.Thirdly,this paper selects Qixinggang Street,Yuzhong District,Chongqing,as a typical case to analyze and summarize the spatial characteristics of street vendors in mountainous urban communities.Based on the characteristics and problems,this paper puts forward some suggestions on the spatial optimization of street vendors in mountainous urban communities from an inclusive perspective.Through the above research,the main conclusions are as follows:1)Street vendors in mountainous city community have localized temporal and spatial characteristics: because the street vendors’ space is closely related to residents’ daily activities,the spatial environment of mountainous city has a high correlation with street vendors’ activities.Specifically,the street vendors’ space in mountainous city community has the basic characteristics of aggregation stability and mobility,and also has the independence and self-sufficiency of spatial and temporal distribution,better accessibility of multiple choices,complementary and symbiotic relationship with formal commerce,mobility of street vendors in a certain space,and life style.At the same time,the social space structure of mountain cities and the street vendors’ activity space have certain mutual construction.If the inclusiveness is insufficient,it will lead to the mismatch between the street vendors’ space demands and urban governance means,which will lead to the street vendors’ behavior anomie.As an important part of urban community streets,street vendors’ space needs to guide street vendors to integrate into street life more actively and reasonably with inclusive value orientation.2)Limited community land in mountainous cities requires vendors to "flow moderately" to improve spatial efficiency: the space in mountainous cities is more cramped,and vendors are the survival "foothold" of vulnerable groups,so it is difficult for cities to meet the supply and demand of vendors’ space.Based on the recognition of vendors’ "mobility" characteristics,corresponding spatial optimization strategies should be put forward to achieve efficient use of streets and lanes through space refinement control,so as to meet residents’ living needs and vendors’ living needs.3)Spatial optimization ideas of street vendors in mountainous cities: The spatial optimization of street vendors in cities should be discussed from two aspects of spatial planning and spatial governance.It is necessary to avoid preconceptions from the "formal departmentalism" of spatial planning and management ideas,and to "properly regularize" vendors’ own characteristics,spatial demands and activity rules on the premise of complying with the current laws and regulations of urban management and vendors.In mountainous urban communities where land is scarce,the moderate mobility of street vendors can improve the efficiency of time and space use and make up for the shortage of space.Based on the characteristics of street vendors’ space,this paper puts forward a space optimization idea of "moderate mobility of space and precise time and space management",and constructs a spatial planning guidance strategy of "street vendors including street vendors’ space use guidelines,community street space division and street space design" to promote street vendors to adapt to the city;The spatial governance strategy of "moderate regularization" should be adopted to ensure the sustainable operation of street vendors and reduce the external negative effects of street vendors due to mobility. |
