Research On Standardized Management Of Operation And Maintenance Of Small Water Conservancy Facilities

With the constant development of the economy,the state strengthened the social management and public service capacity of the government,promoted reform of key parts such as priority areas and resource-based goods,and also emphasized higher demands for the operation and management of the maintenance of water facilities.Reform and management create an environment,and Jiangxi needs to seize this valuable opportunity.The construction of water-use infrastructure has achieved remarkable results,and some problems have arisen.As the demand for a water-based ecological environment becomes more and more high,water-use construction will promote the construction of sourced drainage water ecological civilization and economic and social development through the impact on ecosystems to prevent flood damage through the regulation of the amount of river water,and the flow of the realized circulation.In this paper,we study the operation maintenance and management of the Hong flag pumping station in the waters of Jiangxi Poyang Lake,examined the important role of water engineering science management in regional drainage improvement and management problems,and presented experience and proposals on scientific management of water supply facilities.Through the theory on operational public management of this text,we analyzed logistics cases of Jiangxi Nanchang County red flag pump station and analyzed problems and causes of the line of small water use facility luck management dimensions,mainly delays in the current dimensional care management system,The mainteance management mechanism is imperfect,lacks the development of the maintenance market,operational maintenance funds are not in place,there are no full-face support measures,etc.,and reforms of water resources deepening the control,referring to the luck of the local water-ion dimension service sector,domestic and overseas experience,We also discussed the necessity of standardization of the luck management dimension,proposed standardization of the luck management dimension for the four-dimensional small water facility of money management and system management from organizational management and human resource management,proposed the standardization of the luck management dimension for the four-dimensional small water use facility of the system management,improved the level of scientific management,standardize the pump station management process,strengthening of specialized technical capabilities,development of complement management,financing of multi-culving roads and improvement of fund use efficiency,promote the marketization of maintenance management,establishing the maintenance standards,and the standardization construction management of environment are not strengthened,the theft phenomenon of the targeted pump station logistics equipment will occur,and the pump station logistics security management will be strengthened.Adapt to the development of new situations for the operation and management of water supply facilities in Jiangxi Province,explore new management thinking circuits,pursue more realistic significance,and propose relevant experiences for other small-scale water drainage facilities at the end.
