Study On The Problems And Countermeasures Of Promoting Rural Passenger Transport In Hami Government Of Xinjiang

Rural passenger transport is a road passenger transport service that meets the needs of rural residents.In recent years,the flow of people and goods between urban and rural areas has accelerated with economic development.However,in the context of coordinated development between urban and rural areas,the problem of poor quality of rural public services is particularly serious,and the demand for passenger transport between urban and rural areas continues to increase.On this occasion,the original rural passenger transport system is no matter in terms of management system,route settings,hardware conditions or services.Levels are no longer able to adapt to the increasing travel demand of residents.So,The public transportation of rural passenger transport has become an inevitable choice.However,the public transportation of rural passenger transport is a new thing,and there are problems in management,government promotion and coordination between the Crops and local government,which have affected the overall promotion of rural passenger transport in Hami City.Research on how to strengthen rural passenger transport Government governance of public transport is very necessary.Based on the theory of public goods and the theory of government governance,this paper discusses the existing problems in promoting the rural passenger transit in Hami city government and the countermeasures.Through the typical case of Hami City-Huangtian Farm Rural Passenger Transport Transformation,this paper summarizes and analyzes the current problem of rural passenger transport in Hami City.The management of rural passenger transport is not clear enough,lack of strong promotion,lack of complete supporting policies,lack of coordination between the local and the Crops’ traffic management department,and other issues.Based on the analysis of the case,this article combines the current problems of rural passenger transport in Hami City,from the legal and regulatory level,the market entity level,the perfect supporting mechanism level,the Corps and local government coordination level,and the public participation level.The specific case proposes solutions and development suggestions to solve the current problem of how to transform qualified rural passenger transportation.
