Study On The Problems And Countermeasures Of Rural Passenger Transport In Zigong City

The report on the 19 th National Congress of the Communist Party of China pointed out that the principal contradiction facing Chinese society in the new era has become the contradiction between unbalanced and inadequate development with the public ever-growing needs for a better life.China will comprehensively promote rural revitalization in 2020,as the country has succeeded in poverty alleviation.At present,the development of rural passenger transport in Zigong City has been unable to meet the needs of rural people for better traveling.Rural passenger transport mainly serves the basic travel of local villagers in rural areas.Its development is an important measure to realize the coordinated development of urban and rural areas,also promote the integration of urban and rural construction.It is the foundation of transportation security for poverty alleviation and a crucial part of rural revitalization.It is of great significance to improve public livelihood in rural areas.Under the guidance of public management theory,public service theory,location theory and public governance theory,this paper has consulted relevant literature and documents,visited relevant departments on the spot,also investigated relevant managers and participants of rural passenger transport.At the same time it adopted the road infrastructure managers and passengers on the current problems of rural passenger transport in Zigong City along with their opinions and suggestions.A total of 485 questionnaires were sent out and 460 were effectively received with a recovery rate of 94.8%.The paper sorts out the existing problems of rural passenger transport in Zigong City,such as unreasonable transport network,difficult operation,weak infrastructure,insufficient policy support and chaotic passenger transport market.Under the reason analysis,the countermeasures and proposals are put forward for the current problems of rural passenger transport in Zigong City along with the next development step: Firstly,the government needs to attach great importance to the development of rural passenger transport and implement relevant policy support.Secondly,it is necessary to change the existing rural passenger transport management mode,implement regionalization and regionalization management,also encourage passenger transport enterprises to implement corporate management;Thirdly,vigorously promote and realize urban and rural integration of modern passenger transport system in rural areas,so as to solve the problem that rural residents have difficulty in traveling and taking buses during morning and evening rush hours,and to meet their needs for better traveling;Fourthly,strengthen the construction of rural road infrastructure;Fifthly,enhance the safety management of rural passenger transport,the government and rural passenger transport enterprises should increase safety investment,also intensify safety management;Sixthly,the government should consolidate the construction of the organizational security system for the development of rural passenger transport,so as to ensure the various policies implementations.
