| Ecological redline is an institutional innovation in the protection of regional ecological environment security in China.It is the minimum ecological space security scope to ensure regional ecosystem function,improve resource utilization efficiency,and ensure ecological security.Scientific and reasonable delimitation of the ecological redline boundary plays an important role in ensuring China’s ecological environment security,meeting the needs of sustainable development,and providing scientific data basis and theoretical basis for the realization of scientific management and control of regional ecological environment,regional ecological security,and rational development and utilization of resources.Taking Hami as the research area and taking the ecological redline of Hami as the research object,the data of urban development boundary,protection area,permanent basic farmland,basic grassland,mineral resources development area,approved construction land and the third land use survey of Hami City were collected and sorted out,Based on the technical guidance requirements of"guidelines for delimitation of ecological redline"and"rules for adjustment of ecological red line(Trial)",this paper studies and analyzes the conflict parts in Hami ecological redline area,and transfers out the areas that do not meet the requirements of ecological redline from the ecological redline area.The main conclusions are as follows:1.The existing ecological redline area of Hami is 29199.6km~2.Took model method to evaluate the importance and sensitivity of ecosystem services in Hami City,and the superposition analysis was carried out with the existing ecological redline.The most important and sensitive areas in the importance and sensitivity of ecosystem services in Hami ecological redline area accounted for 51.13%and 91.38%,which met the requirements of ecological redline delimitation,Combined with the data of the third national land survey,Hami pterosaur Yadan address natural park and Hami River National Wetland Park are not suitable to be included in the ecological redline,with an area of285.57 km~2.2.Based on the conflict analysis of ecological redline and urban development boundary,permanent basic farmland,basic grassland,mineral resources area development planning,and approved construction land,the conflict area and area are identified.The conflict areas of ecological redline and urban development boundary,permanent basic farmland,mineral resources development planning,and approved construction land are 6.67km~2,1.84km~2,2473.13km~2,1.84km~2,2473.13km~2,respectively64.00km~2。3.Under the theoretical guidance of"ecological redline adjustment rules(Trial)",the adjustment principles of conflict areas are formulated.Based on the third land survey data and remote sensing images,the ecological redline adjustment of conflict areas meeting the adjustment principles is carried out.Due to the large number of adjustment plots in the experimental area of wild camel nature reserve,there are scattered fine spots after the adjustment.Therefore,according to the requirements of the guide,the scattered areas are transferred out as a whole,with an area of 5406.95km~2.After the optimization and adjustment,the ecological redline area of Hami is 23507.08km~2.Some suggestions are put forward for the optimized red line control of ecological protection in Hami City. |
