With the development of urbanization in China,local governments at all levels have begun to increase the construction of underground comprehensive pipe corridors projects.In order to solve the financial difficulties of local governments and fully mobilize the enthusiasm of social capital,the PPP model has been introduced.However,there are many participants in the PPP project of underground comprehensive pipeline corridors and face many risks.Therefore,accurate identification,evaluation and reasonable sharing of risk factors are the guarantee for the smooth implementation of the project.In this paper,the government,social capital,and financial institutions are identified as the risk-sharing subjects,and the PPP project of the underground comprehensive pipeline corridor is the research object,and the risk evaluation and sharing strategy are carried out in-depth research.(1)The method of combining literature analysis and case analysis was used to identify the risk factors of the entire life cycle of the underground comprehensive pipeline gallery PPP project.According to the occurrence stage of the risk factors in the life cycle of the project,the risk factors were summarized as the pre-planning risk and design stage Based on the five categories of risk,an evaluation set of risk factors for the PPP project of the underground comprehensive pipeline corridor including 5first-level risk indicators and 33 second-level risk indicators was constructed.(2)Based on the analysis and comparison of various risk evaluation methods,a fuzzy comprehensive evaluation model based on gray-fuzzy theory is constructed.This evaluation model can reduce the influence of data subjectivity on the evaluation results.(3)A static game model is established based on the risk net profit factor,which realizes the initial risk sharing,and determines the results of the risk alone,the two parties and the three parties.By defining the coercion coefficient and resistance coefficient,a two-party multi-level dynamic game model under the condition of incomplete information is established,and the three-party risk sharing ratio formula for the two cases of social capital bidding first and financial institutions bidding first,and using MATLAB software The simulation analysis was carried out.(4)Taking the PPP project of the underground comprehensive pipeline gallery in the central city of Hanzhong as an example,the practicability and scientificity of the established risk evaluation model and risk sharing game model are verified,and corresponding risk prevention measures and sharing suggestions are given based on the calculation and analysis results.
