| In the past 40 years,CAAC has been plagued by the fluctuating market access mechanism reform.Among them,the access system is the starting point of the operation of various mechanisms of civil aviation,and it is the key to promote the reform of civil aviation.Without opening the door of access mechanism reform,it is impossible to fundamentally complete the marketization reform process of China’s civil aviation.This paper hopes to find out the pain points of the reform of the access mechanism of civil aviation through the analysis of causes and practical research,dig out the problems behind the blocking of the reform process,and find out the way to solve the difficult problems of the reform by combining with the practice of civil aviation administration system reform.From the civil aviation market access mechanism process and access system in theory,China civil aviation existing access mechanism has been transformed by market-oriented means of administrative intervention,in front of market capital,resources,capital and has formed strong barriers to entry,hindered the normal flow of market resources,short flight staff shortages,passenger travel difficult,slow development of aviation,social costs,low efficiency of the air traffic control a range of issues,the long run is bad for the balanced development of transportation industry,contrary to the general law of market economy,in-depth implementation of the reform and opening up for countries with supply side structural reforms.This paper argues that the main reasons for the contradiction between government reform and market demand lie in the lack of reform concerns,lack of power and weak links in industrial development.At the same time,there is a lack of top-level design in policy making,lack of targeted research,and unclear thinking of government reform.In view of these problems,combined with the actual operation of the current civil aviation and domestic and foreign scholars have carried out the research results,this paper puts forward a threepoint solution thinking with the core of "precise measures,some management,some release,mainly release".The access mechanism for civil aviation is divided into three categories and eight items,each of which will be targeted at the right conditions.Among them: aviation fuel,airport operation and information technology access should be implemented open access policy:service,agency and standard management access need to implement standard access policies:route and opening qualification access shall be subject to conditional access policy.The experience of China’s reform and opening up tells us that only by centering on opening up can we deepen reform continuously.As a part of the national administrative management system,civil aviation must also firmly grasp this core,adhere to the access mechanism and other reforms,scientific and open up,in order to constantly promote the realization of the dream of civil aviation power. |
