Research On Problems And Countermeasures Of Financial Management Of BOT Project In QG Expressway

Investment is the key to developing transportation.After 1970,with the rapid growth of road transport demand and changes in traffic behavior,China’s highway development began to enter the fast lane.By the end of 2018,the total mileage of expressways nationwide had risen to the first in the world,and the total mileage opened to traffic reached142,600 kilometers.China’s infrastructure construction has shown a rapid development trend.When a large number of infrastructure constructions are being constructed at the same time,the government’s financial investment appears to be a bit stretched.At this time,the BOT(Build-Operate-Transfer)model emerged at the historic moment.In the BOT model,in the process of construction and operation,it can make full use of social capital and resources of all parties,reduce government financial pressure,and learn excellent Social enterprise management experience to achieve good social and economic benefits.The research on BOT projects at home and abroad has been relatively in-depth,and some essays have also been formed in government policy research,project legislation research and other fields.However,the research and analysis on the financial management of highway BOT projects are not many.The QG highway project is the first batch of highways built in BOT mode in HB province,namely design,construction general contracting + construction and operation integration.Starting from the financial management environment of the QG project,this paper focuses on the cost-effectiveness of the QG project during the construction and operation phases,and analyzes the problems existing in the QG project during the construction and operation phases.Through analysis,it is found that the main problems faced by the project financial management are: backward financial management concepts;financial staff’s business ability needs to be strengthened;financial organization structure is not reasonable;financing,budget management problems,imperfect financial supervision mechanism,and financial information analysis system Not sound.By analyzing the problems of project financial management,this article will propose further improvements from the aspects of further building and improving the project’s financial management system,strengthening project financing cost management and construction cost management,implementing comprehensive budget management,and establishing and perfecting a financial supervision system.Suggestions on financial management of QG projects.
