Under the national development strategy and the "one belt and one road" construction propose,electric power enterprises actively adapt to the new situation of economic globalization and the "going global" strategy,their overseas business has been developing rapidly.Among them,thermal power projects account for a large proportion,involving investment,EPC,construction subcontracting,equipment supply and other businesses.Commissioning is a very important step in thermal power plant construction.How to effectively organize and manage the commissioning projects of overseas thermal power projects under the new environment is a major problem faced by many commissioning companies.The purpose of this paper is to put forward a management way suitable for overseas thermal power plant commissioning projects through research,which makes the organizational structure and human resources management more reasonable,quality and safety control more effective,cost and risk effectively controlled,and economic benefits more obvious.In this paper,through literature research,analysis and reasoning of domestic and foreign research status,combined with the actual experience of SAIF combined cycle power plant commissioning in Pakistan and Vung Ang power plant commissioning in Vietnam,from five aspects such as commissioning organization,human resources management,quality management,cost control and risk control,the commissioning project of overseas thermal power project was discussed.The difficulties encountered in management were analyzed,the experiences and lessons were summarized,and some effective measures were put forward.The life cycle concept of thermal power plant commissioning was systematically put forward for the first time in this paper.The commissioning project was divided into four stages: the pre-project stage,the project planning and preparation stage,the project implementation stage and the post-project stage.The main tasks of each stage were elaborated.In the commissioning organization,a new type of nanny matrix organization structure was proposed,which was carried out in a few overseas commissioning projects successfully.In the aspect of human resources management,the qualifications of overseas commissioning personnel were expounded,and some problems of welfare treatment were probed.The main methods of pre-planning,in-process monitoring,after-evaluation and continuous improvement had been elaborated in the aspect of commissioning quality management,and the seven elements of quality management had been applied in the case of Vietnam Vung Ang Power Plant.In the aspect of cost control and management,the cost control in pre-project and in-process were elaborated,which was very useful for overseas commissioning projects.At the same time,the risks of overseas commissioning projects were identified and analyzed one by one,which had great practical significance for future projects to avoid or reduce related risks.
