| With the development of city construction,the electricity load of many old communities in the city is increasing year by year.But these community equipment and electricity meters are old.And because of historical problems,most of the power services are still borne by the community properties,resulting in the delay of these communities’ electricity price cannot be in line with the national electricity tariff policy.Meanwhile frequent power outages and complicated payment of fees not only affect the quality of life of residents,but also affect residents’ satisfaction with power supply companies and the government.In response to such problems,the Ministry of Housing and Urban-Rural Development requires old meters changing project in old communities,thus the meter reading and power equipment operation and maintenance services of the community property are stripped,and the power supply company is responsible for it.Achieve " electricity meters’ reading to the household,repairing services to the household".Schedule management optimization of old meters changing project is very important.Because of the Ministry of housing and Construction requires the old meters changing project to be completed within 300 days.At the same time,the project extension will lead to complaints from residents,construction costs increase,and finally damage the image of power supply company and the government.However,the domestic research case of these small regional livelihood projects is less,and large-scale power projects cannot be fully applicable to the management of these projects because they do not involve the coordination content for users.This paper takes the project of old meters changing project in ZT community as a research object,focuses on the project management organization type,the sequence of project activities,the project progress expression method,project schedule optimization and schedule control,and apply the management theory such as the double-code network diagram to the preparation of the construction plan of the community site,conduct a quantitative analysis of the project schedule,and find the key factors that affect the schedule of the household meter renovation.Base on the common methods of program schedule management and the current situation of old meters changing project management in LT electricity supply company,find out the main factors leading to the delay of the project schedule,such as the large construction area of the project,many coordination aspects and incomplete design,etc.The factors affecting old meters changing project renovation are listed as follows: shortage of human resources,lack of means of production,scattered operation points.Aiming at these influencing factors,this article uses expert analysis method,fishbone diagram,dual-code network diagram,work breakdown method WBS and other schedule management methods,as well as the activity schedule expression method to analyze and predict project delay risks.The project schedule management organization is optimized,and the project organization form suitable for ZT community old meters changing project is designed.In view of the factors affecting the of the schedule,this paper adopts the pre-comprehensive survey,advances the communication and coordination procedures to the project preparation stage for optimization,and uses PERT calculation method to calculate the expected construction period of the project,and analyzes the optimization effect.The project schedule control is optimized by strictly following the typical design and construction,making and publicizing the civilized and safe construction board and defining the responsible person.After the program,a questionnaire survey will be conducted to verify whether the progress control optimization has achieved the effect.After schedule optimization,the construction period of the project is shortened by 66 days,and the change rate of the plan is reduced from 12.02% to 7%.Finally,it is completed within300 days according to the requirements of the Ministry of construction.At the same time,due to the completion of the transformation ahead of time,the power supply reliability of the users is guaranteed,and the satisfaction of the return visit survey of the household meter transformation project reaches 90.4%.The successful implementation of the project provides a reference for the construction of the communities’ “San Gong Yi Ye” and other. |
