| In recent years,China’s urban development is gradually shifting from incremental expansion to qualitative connotation development,and urban management mode is transforming to fine governance.The system of regional chief planner is an innovative attempt of many first-tier cities to achieve fine governance and quality upgrading in recent years,and has achieved preliminary results.Regional chief planners are generally "third-party" planning and design teams hired by the government and led by one or more senior experts.They intervene in the whole process of planning and construction management by means of urban design guidance and control,and provide technical consultation and case follow-up services for planning permission and related administrative management.Under the background of inventory transformation and governance transformation of urban space,the work content and role characteristics of planners are also changing.Especially in the historic urban areas with profound historical and cultural accumulation,the complex problems of the protection and activation of the built heritage and the refined governance requirements prompt the role of planners to change with time.In 2017,Yuexiu District of Guangzhou opened the practice of chief planner team in the historic urban area,which became the first exploration of chief planner practice in the historic urban area in Guangzhou.Based on the role characteristics of planners,this paper analyzes the practice of regional chief planners in the historical urban environment represented by Yuexiu District of Guangzhou,explores the role characteristics of chief planners in historical urban areas,and inspires the rethinking of the transformation of the role of planners in China.This paper focuses on :(1)How to analyze the role of chief planner in historic urban areas? What are the characteristics of the role of chief planner in Yuexiu District?(2)What are the similarities and differences in the roles of chief planners in relevant regions at home and abroad?(3)What are the implications of the role characteristics of chief planners in historical districts for the transformation of Chinese planners’ roles? To explore the above issues.First of all,the evolution,type and transformation of the role of the regional chief planner are reviewed by referring to relevant theories,and the understanding of the connotation of the role of the regional chief planner is established,including the causes of the role and the analysis of actions.Combined with the analysis of the problems and characteristics of the historic city,the theoretical framework of the research on the role of the chief planner in the historic city is formed.On this basis,the practice of chief planner in Yuexiu District of Guangzhou is taken as an empirical study to summarize its practice and role characteristics.Secondly,it broadens its horizon and interprets relevant practice cases of chief planners at home and abroad,analyzes them from the perspectives of causes and actions,and makes horizontal comparison with the empirical study in this paper,aiming to summarize the similarities and differences and draw lessons from experience.Finally,this paper summarizes and proposes the role characteristics of chief planners in historical districts,tries to analyze the transformation trend and main types of planners’ roles in China,and puts forward optimization suggestions.This study proposes that the development of historic urban areas takes micro-renewal as the main theme of construction,and has comprehensive needs such as space quality improvement,public activity bearing,innovation and vitality revival,etc.The role of the chief planner of the historic city district is located in a body of six: the planner who highlights the history and culture,the strategic proposer who innovates the cultural value,the design guide who evaluates the level of the scheme,the coordination promoter who promotes the common action,the implementation supervisor who controls and builds the effect,and the publicity educator who cultivates local knowledge."Progressive renewal" is taken as the type of work,"information dissemination" as the basis of action,"quality shaping" as the value of action,"consultation platform" as the medium of action,and "value communication" as the five action characteristics of capability requirements.This paper further discusses the transformation of urban governance role transformation of China’s planners,advocate gradually formed professional knowledge to the ground with a new career role,and put forward by top-down decision-making aides and bottom-up community tutor area overall planning and implementation of community small micro coordination of cohesion,the level of the key project of dual control linkage. |
