Most developed countries have established a professional qualification system for the management of some special kinds of technical personnel.The economic development and institutional reform have also pushed forward the setup of China's own qualification system.The construction industry was the earliest to implement the professional qualification system,which has by far grown into the industry with the most comprehensive qualification system,and which can best reflect the overall development of the qualification system in China.The registered architect qualification system was the first to be introduced in construction industry,followed by the establishment of qualification systems for registered urban planner,registered structural engineer,registered supervision engineers,real estate appraiser,cost engineers as well as others.Since the execution of Registered Urban Planner Qualification System in 2000,a considerable number of people have received their qualification certificates.However,those qualified tend to choose to work in the urban planning departments of the more developed cities in the east of China,which result in a highly uneven distribution across regions and industries.In addition,there is still a relatively large gap between China's registered urban planner qualification system and that of the developed countries,and China's inadequate professional qualification system is hindering and constraining the standardized development of the urban planning industry.Accordingly,more research on the sound development of China's registered urban planner qualification system is urgently needed to ensure the standardization,legalization,high level,and sustainability of the urban planning industry,as well as the continual improvement of its administration and expertise.In this thesis,a study is made about the development process of registered urban planner qualification systems,and an analysis is made about its status quo.Then,the research is conducted by means of data analysis,only to find such problems with the system as the mismatch between the professional education and assessment system and the qualification system,inadequate in-career education system,unbalanced distribution across regions and domains,and the implementation weaknesses of professional practice.Then an analysis of the causes is made from the perspectives of urban and rural development,management,education,and urban planning market demands.What follows is a discussion of qualification system reform objectives,principles,focuses and orientation,and finally,some strategies are suggested to cater to the reform demands in urban and rural development,management and education,and urban planning market.
