| Driven by information technology,smart new area has increasingly become the focus of urban planning and construction,and has been deeply studied in technology application,development mechanism and other fields;Flexible response to market uncertainty has become a consensus of planning control,and in the context of the great change of land and space planning,urban planning needs to explore the innovation and change adapted to development.In this paper,smart new district is selected as an experimental entity bearing multi-dimensional changes to carry out the research on urban land classification optimization for its development needs,which is a beneficial research topic in line with the fine and institutionalized land use planning and control.This paper carries out in-depth research along the following lines: first,through research and literature review,it analyzes the application of land classification in smart new area;Secondly,data analysis and case analysis are used to explore the new demand of land classification in the two key links of planning and management of smart new area;Thirdly,through theoretical deduction and demand guidance,we can optimize the construction of new land use classification standards and create land use classification control rules.Fourthly,we can verify the applicability of the new land use classification standards through empirical research and comparative analysis.The main conclusions are as followsFirst,extract the new requirements of land use classification in the smart new area.During the preparation,the classification needs to adapt to the requirements of land flexibility and fine control,and adapt to the new features of land use management and control of production and living ecology in the smart new area.In the management,it is required to pay attention to the clarity and effectiveness of the classification as the basis of approval,adapt to the dynamic nature of development,and enhance the discourse power of the market in the planning management.Secondly,optimize the establishment of new land use classification standards for planning compilation.On the whole,simplify the functional classification,bring the spatial control such as development intensity into the classification basis,and multi-dimensional fine control.In part,industries are divided into smart industry,industrial service,R & D design and ordinary residential land according to industrial planning objectives;The residential areas meet the diverse needs of the innovative population,which are divided into ordinary residential areas,guaranteed residential areas,rental residential areas and mixed residential areas;Green space is divided into ecological cultivation,urban agriculture,protection,landscape,recreation and square.The transmission rules between land use zoning and land use classification are added,so that the master plan of land use zoning can flexibly guide the detailed planning of land use classification,and provide flexible and clear basis for classification connection.Thirdly,an open building use classification for planning and management is created,which is divided into 8 categories and 70 subclasses.Combined with the use of the new land use classification building use classification conduction rules,the rules specify the wide range of building use choices allowed by land use categories,and the construction subject can choose the combination independently according to its needs in the conduction rules.In addition,the creation of industrial land conversion rules allows reasonable adjustment of industrial land or building use,building use can be converted in the same sub category,and industrial land can be adjusted to commercial and residential land without breaking through the total amount and land price supplement.In order to reduce the construction intensity of the slope land properly,the revised rules of slope land space control are added.The total amount constraint requires the dynamic consistency of land use scale and construction amount from planning to development and construction.In the management,the refined land price calculation is carried out,and the actual construction business is directly linked with the land transfer price. |
