The development of human society is inseparable from the precious water resources,and water resources are irreplaceable.With the acceleration of urbanization and industrialization construction in the world,a large number of pollution discharge has seriously threatened the safety of water resources.It is urgent to carry out efficient treatment of sewage through sewage treatment facilities to achieve the goal of protecting human environment and water resources,so as to truly promote the sustainable development of human beings.Sewage treatment system is mainly for the treatment of industrial sewage and urban domestic sewage.Therefore,sewage treatment plant bears the responsibility of the benign operation of the city and the healthy life of the people.The construction of sewage treatment projects involves all aspects.Effective risk management is of significance not only to ensure the smooth construction of infrastructure,but also to ensure the benign development of sewage treatment industry at the macro level.The purpose of this paper is to explore how to effectively identify and evaluate risks during the operation of sewage treatment plant project,and develop corresponding risk response measures to ensure the smooth completion of the project.This paper carries out research according to the path of question raising,problem analysis and problem solving.Firstly,the literature research method is used to sort out relevant research results at home and abroad,and the existing literature is evaluated.Combined with my nine years’ practical work experience,the case study method is used on the basis of previous studies and relevant theories.An empirical study on risk management of the North Sewage Treatment Plant Project to be built in SY City was carried out.The empirical research mainly includes: Introduce basic information SY city in northern sewage treatment plant,combining with the project construction at different stages,in nature,production,technology and environment as a starting point for risk identification,based on the clear recognition basis and process,the dimension,excavated SY north city wastewater treatment plant operation phase of possible natural risk,production risk,technology risk and environmental risk,Establish the risk assessment index system,and then carry out the risk assessment,and carry out the research on the risk assessment method,assessment standard and assessment steps in turn;Based on the evaluation results,the risk response strategy for the operation phase of the North Sewage Treatment Plant Project in SY City was formulated,and the safeguard measures for risk management were also proposed.To sum up,based on the case of North Sewage Treatment Plant in SY City,this paper carried out research on project risk identification,project risk assessment and project risk response strategy formulation successively,and drew the following conclusions:(1)There is no Class I risk in the sewage treatment plant in North SY;Class II risk is that the construction quality may not meet the design requirements;Class III risks include the risk of personnel leaving their posts due to personal reasons or poor conditions,the risk of construction caused by quality,damage or material shortage of process equipment,the risk of environmental pollution caused by improper waste risk,production risk,technology risk and environmental risk,Establish the risk assessment index system,and then carry out the risk assessment,and carry out the research on the risk assessment method,assessment standard and assessment steps in turn;Based on the evaluation results,the risk response strategy for the operation phase of the North Sewage Treatment Plant Project in SY City was formulated,and the safeguard measures for risk management were also proposed.To sum up,based on the case of North Sewage Treatment Plant in SY City,this paper carried out research on project risk identification,project risk assessment and project risk response strategy formulation successively,and drew the following conclusions:(1)There is no Class I risk in the sewage treatment plant in North SY;Class II risk is that the construction quality may not meet the design requirements;Class III risks include the risk of personnel leaving their posts due to personal reasons or poor conditions,the risk of construction caused by quality,damage or material shortage of process equipment,the risk of environmental pollution caused by improper waste disposal,and the risk of construction noise and dust affecting surrounding residents.(2)In the face of natural risks,risks should be reasonably transferred to insurance companies,and relevant measures should be taken in time when dealing with risks such as heavy rain.In the face of production risks,we should establish a long-term cooperative relationship with the local labor department and strengthen technical disclosure and construction process quality management and supervision.In the face of technical risks,it is necessary to strengthen the management of suppliers of machinery and equipment and raw materials,and at the same time strengthen information exchange among all parties,so as to realize the highly coordinated development of sewage treatment plant projects.For environmental risks,infrastructure construction should be strengthened,such as drainage ditch construction,recycling of waste and reducing the amount of waste transported.
