| Along with the rapid development of the national economy and the acceleration of the urban integration process,the extensive economic growth model caused the resource consumption too fast,the urban water pollution phenomenon is becoming more and more serious,affecting our country’s high quality development process.In response to the requirements of national environmental protection,the development of sewage treatment industry has entered a period of rapid growth.However,our country sewage treatment plant project exists on a large scale,more equipment,complex technology,organization management requirements of high characteristics,the country and the government pay more and more attention to strengthen the urban sewage treatment plant safety risk management.The operation risk management research of a sewage treatment plant project in Z City is mainly to effectively identify the risks in the operation stage of a sewage treatment plant project in Z city and build a risk index evaluation model for evaluation,so as to propose corresponding countermeasures.First of all,this thesis summarizes 6 primary risk factors and 65 secondary risk factors through literature survey,so as to be selected by experts or used as diverging ideas.Then,the operational risks of sewage treatment projects in Z City were identified through the expert interview method and two rounds of Delphi method,which were finally summarized into 5 risk dimensions and a total of 30 risk factors,and the list of risk factors was obtained.Second,construct the operation risk hierarchy analysis model and risk fuzzy matrix of sewage treatment project in Z City,and improve its risk index evaluation system.By means of scoring by several experts and fuzzy comprehensive evaluation,the weight value of each risk is evaluated and determined,the priority ranking of risks is obtained,and the operation risk level of Z Municipal sewage treatment plant project is evaluated as low risk level comprehensively.Based on the clear priority of operational risks of sewage treatment project in Z City,specific countermeasures are proposed for each risk from high to low.Government departments need to improve relevant policies and systems to optimize the business environment.Social capital should innovate financing methods,expand financing channels,and actively prevent and defuse financing risks.This thesis has 19 figures,40 tables and 101 references. |
