| The development of reform and opening up and the development of urbanization bring convenience to people.At the same time,the rapid development also leaves some problems that are difficult to be solved in the short term,which restricts the development of cities.In recent years,the urbanization rate has been increasing,the original planning of urban construction has been unable to meet the needs of urbanization development,even become the shackle of restricting the development of cities.In order to solve these problems,the utility tunnel was introduced into the development of urban municipal infrastructure.The utility tunnel can not only improve the utilization rate of underground space,but also eliminate the hidden dangers brought by the traditional directly buried pipelines in this way.Besides,it can also carry out unified planning for the underground pipelines originally in disorder,so as to facilitate the management of urban underground space.However,the utility tunnel is an infrastructure project with a long construction cycle and high construction cost,so it is difficult to rely solely on the government’s finance to support the construction of such projects.However,the organic combination of PPP mode and utility tunnel can solve this problem.At present,although the state has put forward many supportive policies and documents for the construction of utility tunnel under PPP mode,there are no clear laws and regulations for the construction of utility tunnel under PPP mode,and there are many uncertainties and huge risks in the construction process.Therefore,it is necessary to carry out risk evaluation on the project of utility tunnel under PPP mode.In this paper,by summarizing and analyzing the literature on risk assessment of integrated management gallery under PPP mode in China and abroad,the theoretical basis of PPP mode,utility tunnel and risk management is established.Then,49 risk factors with representative significance were identified from many literatures,and 44 risk factors with credibility were screened by SPSS 22 factor analysis method,so as to build a risk identification system.Next,the project risk importance is recovered in the form of issuing network questionnaire.AHP and fuzzy comprehensive evaluation method are adopted to carry out risk assessment on risk factors,construct risk system and obtain the risk level of the project.Finally,according to the problems existing in the actual process of the project,the way to deal with the risks is given. |
