With the rapid development of economy and society and the increasingly tight urban space,how to effectively and reasonably use underground space puts forward higher requirements for the work of municipal pipe network.As an important part of the new sponge city,the underground integrated pipeline corridor provides a solution to alleviate the shortage of urban road and ground space resources.However,there are also problems such as excessive construction cost and high professional requirements for operation and management.Relying only on the government will cause huge labor and financial pressure on the government.The addition of PPP mode has a positive effect on the construction and operation of the integrated pipeline corridor.However,PPP projects are characterized by many participants and long project life cycle,which means that the coordination of risks and interests of all parties in PPP projects is complicated,and the project construction and operation may face more risks at different stages.In order to ensure the sustainable operation of the project,effective risk management is needed.First of all,this paper makes an in-depth study of the commonly used comprehensive evaluation methods at home and abroad,such as: Based on the characteristics and application fields of fuzzy comprehensive evaluation and improved grey correlation analysis method,the weight calculation method combining grey correlation and AHP is selected according to the main characteristics and actual needs of the PPP project of the integrated pipeline corridor,and the risk level of the PPP project is determined by fuzzy comprehensive evaluation.Secondly,according to the actual situation of the project and the characteristics of comprehensive management corridor construction,this paper selects evaluation indicators based on the impact of construction,economy,natural environment and other aspects,and constructs a complete index system with five first-level indicators at the macro level,including policies and regulations,construction management,finance,operation and contract,and natural environment,and 22 second-level indicators at the micro level.Thirdly,this paper uses improved grey correlation analysis method and analytic hierarchy process to combine weights of indicators,which effectively weakens the influence of subjective factors and improves the rationality of index weights.Then,fuzzy comprehensive evaluation is used to build a 1-5 score evaluation system and determine the final risk level and comprehensive ranking of each indicator.The evaluation results show that the risk evaluation score of the PPP corridor project in Z City is 2.60,which is a general risk.Among them,the risk ranking of the criterion layer is financial risk,operation and contract risk,construction management risk,natural environment risk,and policy and regulation risk,whose scores are 2.93,2.86,2.71,2.53 and 1.81 respectively.At the factor level,the top three risk factors were cost overruns,lack of management experience and exchange rate risk,whose scores were 4.31,3.48 and 3.26 respectively.The evaluation results were basically consistent with the actual risk levels.Finally,the risk factors of the management gallery project in Z City are allocated.From the perspective of both the government and the project company,the risks are divided into a single relevant party and a joint one.Among them,contract disputes,economic risks and natural environment are shared by both parties.Among them,the government should improve relevant norms,not damage its own credit,set up a professional department to supervise and manage the project,the project company should consider diversified financing methods,give full play to its own professional advantages,and use intelligent management to reduce risks and costs in the operation stage.
